Magdalena Gómez: Indigenous peoples between regional caravans and official justice plans

Adjustments in 44% of the first circle of the President

It’s a fact that, In their historical resistance, the indigenous peoples are mobilizing, some to promote and strengthen their autonomous organization in defense of their territories, without trusting that the Executive Power in turn will emanate their protection. Others, however, seek the same objective and go before the President of the Republic or his cabinet proposing the modality that the current one has initiated the so-called justice plan, of which it should be noted that, apart from its results and the failures of origin in terms of consultation and legitimation of actors, constitute a jump to the dynamics of individualized support to indigenous people and are inevitably entering the field of natural resources and the collective dimension of the rights involved.

Precisely these days we have examples of both positions without it being up to us to qualify them, because in any case they are differentiated strategies and we will not enter the current official narrative around the so-called pseudo. The evidence of results will lead them to their respective reflections and evaluations.

In the first case there is Caravan for water and for life: peoples united against capitalist dispossession started on March 22, World Water Day, and will end on April 24 in the community of Cuentepec, Morelos. The march began from outside the house of the Altepelmacalli peoples, the former Bonafont plant in Puebla, municipality of Juan C. Bonilla, taken a year ago by the United Peoples of the Cholulteca Region and the Volcanoes, today in the hands of the National Guard and the state police.

The reasons for the caravan are very clear, as are its very explicit links with the National Indigenous Congress and the journey through life made last year with the EZLN: The peoples, organizations and collectives of Puebla, Tlaxcala, Veracruz, Mexico City, the state of Mexico, Morelos, Oaxaca, Guerrero and Querétaro once again sound our channels of rebellion and call on the indigenous peoples, nations and tribes of Mexico and the world, as well as allied organizations and groups to join it. For 34 days, the caravan will make visible the struggles of these nine states of Mexico, as well as territories in the rest of the country, in Europe, Africa, Asia, South America and North America, and along the way they will trace organizational paths to jointly resist the attacks of this capitalist system and its protective states. But, above all, it will echo the voice of the peoples who have already decided their destiny through their own laws, pronouncements, decrees and agreements that the bad governments have despised and ignored. In other words, the Caravan for water and life aims to enforce the law of the peoples (communicated 3/11/22). They presented their calendar of 38 activities. All in spaces that have organizational enclaves. On April 10 they will mobilize in Mexico City for the death anniversary of Emiliano Zapata. Just the day of the national election day on the ratification, excuse me, the revocation, of the current President.

The second strategy, that of the Justice Plans initiated by the Executive Branch, first with the Yaqui tribe last September, and its agenda is not without problems. Following this route, the previous week, on March 23, the Wixárika Regional Council and the Committee for the Defense of Water and Land of Catorce, were received at the National Palace by the President of the Republic and requested an agreement on projects for environmental regeneration for San Luis Potosí and to protect sacred sites, which was accepted; recalling his time as director of the Chontal Indigenist Coordinating Center in Nacajuca, Tabasco, from 1977 to 1982, he offered to go to the place indicated, accompanied by the entire cabinet of his government, to sign commitments of justice for the communities . In passing, the President offered that his government will prepare a development project for the indigenous groups (sic) of Jalisco, Zacatecas, Durango, Nayarit and San Luis Potosí, based on the requests of the communities, without government imposition, including the protection and restoration of Wirikuta, a sacred place. A day later, the Purépecha National Caravan held workshops with federal government officials and requested a justice plan for the peoples of Michoacán on the defense and care of the forests; respect for the processes of autonomy of the communities; organize working groups to restore indigenous territories and compensate the historical demand with the original peoples. Along the way are the ongoing megaprojects that, like the Mayan Train, are a true plan of injustice, a priority in the public interest and with no sign of rectification.
