The President of the Republic, Nicolás Maduro, when meeting with representatives of the Communes in the Ezequiel Zamora Hall, urged that a new system of government be established, indicating that a new State is being built where the people are the ones who decide and what form of government they want through community assemblies in the same territory.
In this regard, he noted that the people know which path to take to leave behind “the old era” and begin to move forward in “the new era of transition to socialism” towards 2031.
He recalled that the Popular Government Councils were once created, but they did not work because they ended up “with leaders fighting over an empty bottle.”
However, he added that he is convinced that having articulated 4,508 communal circuits, which in turn articulate more than 49,000 grassroots Communal Councils, “puts us at this moment at the level of maturity, of popular organizational and political preparation to make the great leap of a system of direct government with the people, with the people, where all the resources go to the people.”
He said that progress will be made faster where there is more organization, where there is more participation, where more decisions are made with the base. “Where authentic leadership is built that sets an example, where the new values of solidarity advance more.”
He repudiated what he called “air leaderships,” referring to the fact that they do not go to the territories to establish direct contact with community leaders and debate with them.
“What method of government do the people want, what form of government?” he emphasized, pointing out that multiple work sessions should be called so that community assemblies can be held in the territory with the communes.
Maduro said that a quarterly consultation will be held, in which the results of the grassroots assemblies and projects will be presented, and where direct and democratic participation will be evident.
He said that “we are on the right path” and therefore towards the deepening and acceleration of the changes “that were delayed and led us to produce bureaucratic methods.
He said that as a result of the efforts of the communities, Venezuela is currently producing its own food, “for the first time in 100 years,” he concluded.
