The President of the Republic, Nicolás Maduro, highlighted this Wednesday the legacy of Tibisay Lucena for the construction of the new political regime that was built in the country, after the approval of the new Constitution in 1999.
“Tibisay was the brilliant head in the construction of the new electoral Power. The fifth constitutional power established in the Constitution. If someone marked all the constitutional functioning, the construction of an impeccable system of absolute guarantees, of transparency of the electoral system, that person has a first and last name, and it is Tibisay Lucena”, expressed the head of state from the funeral chapel that took place this Wednesday at Casa Amarilla.
In this sense, he indicated that Lucena was always present in the National Constituent Assembly (ANC) in 1999, which – according to the National Mandatory – was a facet unknown to the public.
It should be noted that the President of the Republic together with the heads of public powers and the First Combatant, deputy Cilia Flores, paid tribute during the funeral chapel.
“Tibisay had come from studying in the United States (USA). She was a sociologist, and we met her as very active, as a direct adviser to the drafting of the constitutional text, to everything related to the political, democratic regime that marvelously articulates the 1999 constitution. ”, he indicated in statements broadcast by Venezolana de Televisión.
“Tibisay was the promoter and co-editor for the creation of the five powers, the political regime and the electoral power,” he added.
Subsequently – recalled the Venezuelan president -, she was appointed as rector of the CNE, due to her “great knowledge, for being co-editor of the Constitution and electoral laws.”
“There our country began to know the name of a woman who was capable of shining for her lights and her intelligence and that name was that of the rector of the CNE, Tibisay Lucena, who came to preside over the Electoral Power of the country for many years. ”, he added.
During the activity, President Maduro delivered the Order Libertadores de Venezuela, in its first class, postmordem to the relatives of the former CNE rector.
Tibisay Lucena prevailed over intolerance campaigns
During the day, President Maduro highlighted Lucena’s courage in the face of the campaign of intolerance and hate that was promoted by the Venezuelan right.
“The concentrated fire of lies, manipulation, and hatred of the fascists took Tibisay as the center of all their aggressions and attacks, believing that they were attacking her for all the whites, for all the media, for the social networks when they were coming up,” he said.
In this regard, he asserted that he must become an example of struggle for all young people who want to face the hate campaign promoted against the country.
“It is an example of how she faced all the fascist aggression campaigns against her. Her strength is truly admirable and motivating,” she pointed out.
Similarly, he recalled that, thanks to the laws that were promoted during Lucena’s administration before the CNE, 29 electoral processes were guaranteed in the country, which have had a transparent and reliable system.
Regarding the campaign promoted by the opposition, Maduro indicated that – at this time – the same groups that attacked Lucena and the CNE are seeking support from the Electoral Power to carry out the primaries for the new electoral process.
Footprint in the university sector
After more than 12 years in the CNE, Lucena fulfilled a new role as Minister for University Education.
“Tibisay was a warrior of light, a warrior among warriors, there remains her mark in the university sector that must continue with the support of all the universities in the country,” said the Venezuelan president.
