Maduro publishes the minutes of the Qatar Agreement and confirms to the US that he will hold talks if it complies

On Thursday, Nicolás Maduro reiterated to the United States that he will not accept threats against Venezuela. On the other hand, he said that the “guarimberos” would go to prisons in Tocorón and Tocuyito.


The governor Nicolas Maduro On Thursday, August 1, the US published the Memorandum of Understanding of the Qatar Agreement of September 28, 2023 and confirmed that it is willing to engage in dialogue with the United States, as long as what was signed is fulfilled.

“I have always been in dialogue. If the United States government is willing to respect sovereignty and stop threatening Venezuela, we can resume dialogue, but based on a single point: Qatar’s compliance. This is the record of that negotiation,” he wrote on his social media.

The text of the agreement states that the participants undertake “to establish an action plan aimed at the release of persons deprived of liberty, of mutual interest in an agreed manner, according to the terms discussed in the sessions that led to this Memorandum of Understanding.”

Furthermore, the memo “in no way suggests that Venezuela accepts or supports the sanctions.”

Within the post-electoral phase of the Qatar Agreement released by Maduro, it is stated that: “Following the holding of presidential elections and the inauguration of the duly elected President, the United States unblocks Venezuelan government assets currently frozen in the United States. In addition, the United States lifts all sanctions/designations based on the national emergency with respect to Venezuela and revokes all executive orders based on the national emergency declared by the United States with respect to Venezuela.”

On Wednesday, July 31, the president said: “I keep my word, I respect what is signed and what is said. The negotiators of the United States of America, Juan González, you know that I keep my word (…) President Biden, he knows who I am. I respect President Biden, I congratulated him on the decision he made to withdraw due to health problems.”

Maduro against the protest

On Thursday, August 1, he also referred to the people who have been arrested in the context of protests following the results of the presidential elections on July 28.

During a meeting with the National Council of Productive Economy for the Agroindustrial Sector, the governor said: “I am preparing two prisons, which I must have ready in 15 days, they were already being prepared (Tocorón and Tocuyito), and all the guarimberos are going there.”

Regarding the investigations into the protesters, Maduro said that “there will be no forgiveness or consideration.” He also said: “Let’s see if these maximum security prisons can be re-educated and turned into productive farms, so that they can produce, so that they can work.”

Maduro said that more than 1,200 protesters have been captured, “and we are going to capture 1,000 more.”
