The President of the Republic, Nicolás Maduro, ordered this Tuesday the immediate creation of the Comprehensive Defense Commands at the national level, at the level of each state and at the level of the 335 municipalities of the country.
From the Sol del Perú Hall, the head of state promulgated the Law of the Command for the Comprehensive Defense of the Nation, approved by a qualified majority by the National Assembly. Based on article 326 of the Constitution, this regulatory body consists of 22 articles.
«The comprehensive defense commands are very clear about their tasks, their structures and their missions at all stages (…) By signing this law, all the comprehensive defense commands that bring together all the public institutions of the Venezuelan State, the military institution and all popular power must be activated in the early hours of today. So upon signing the order must be activated so that the comprehensive defense commands are instituted, structured and get to work to be prepared (…) So I proceed to affirm and execute the law of the creation of the comprehensive defense commands at the national level,” he expressed.
The Law of the Command for the Comprehensive Defense of the Nationaims to establish the strategic lines of action that will govern the actions of the commands, as fundamental instances of planning, coordination and execution of measures aimed at safeguarding the sovereignty, peace and territorial integrity of the country.
“This law precisely includes the historical doctrine, the military doctrine of comprehensive defense of the nation, the Bolivarian doctrine of Zamora, and this law powerfully institutionalizes co-responsibility for the defense of the nation (…) Powerful article, powerful mandate of the 1999 Constitution,” he noted.
On the other hand, Maduro reiterated that Venezuela is a peaceful people, but that it has demonstrated in history that it is a warrior people, capable of anything.
He stressed that, if necessary, the Republic and the Venezuelan People are prepared to take on the armed struggle in defense of the sacred heritage of the Liberators, with the firm conviction of winning and triumphing along the path of patriotism and courage.
Independence 200
The national leader reported that a higher phase of the popular, military, police exercise called Independence 200 is being developed, in which the mobilization capabilities, in real time, deployment and deployment of force in the face of any threat are demonstrated.
“The order was given and all the force was mobilized, in defense of our right to peace, to the Republic, to existence, to Popular Power, to true democracy and to adhere to our own model, without depending on anyone, nor kneeling to anyone,” he emphasized.
He highlighted that this exercise has been classified by military leaders, officers and the Venezuelan people as an advanced and necessary phase, aimed at fine-tuning mobilization capabilities in real time, strengthening the popular-military-police articulation and consolidating the country’s Comprehensive Defense doctrine.
In this sense, the Sectoral Vice President of Defense and Sovereignty, GJ Vladimir Padrino López, detailed part of the exercises carried out during the development of the Independence Plan 200, throughout the country, by the Fanb in conjunction with the Ministry of Interior Relations, Justice and Peace.
He reiterated that all these examples of military activities are in favor of maintaining peace and protecting the tranquility of the Venezuelan people.
He praised the creation of the Law of the Command for the Comprehensive Defense of the Nation, which was born since the arrival of the Bolivarian Revolution to Venezuelan political power.
Likewise, he thanked the Head of State Nicolás Maduro, the Public Powers of Venezuela and the population in general for their support during the military exercises carried out in the country, with the purpose of optimizing the Fanb’s campaign plans, which made it possible to supervise all the weapons power in favor of the defense of the Bolivarian nation.
He announced that these activities will continue throughout the national territory, with the execution of other tasks of a civic-military-police nature.
For his part, the Strategic Operational Commander of the Fanb, GJ Domingo Hernández Lárez, offered the balance of the Command, Control and Communications exercises corresponding to the Higher Phase of the Independence Plan 200, which began this Tuesday throughout the national territory.
Likewise, Hernández Lárez specified that both the Bolivarian National Armed Forces and the Comprehensive Defense Management Bodies were deployed for these exercises to carry out 25 tasks.
