The ruler Nicolás Maduro demanded that 22,755 CLAPs produce food by the end of the year, as part of his self-sufficiency plan. «Vice President, you ask me and I stop for those resources. That is my task, to give birth to answers for the Venezuelan people.”
The governor Nicolas Maduro assured on the afternoon of March 17 that 7.5 million Venezuelan families receive a bag or box from the Local Supply and Production Committees (CLAP) at least once a month.
During a meeting to celebrate the seventh anniversary of the CLAP, Maduro recalled that since 2020 the total change towards national production was ordered. According to his data, in 2022 it was possible for 95% of the CLAPs to be produced in Venezuela.
In addition, he said that four products will be added to the CLAP bags: Nutrichicha, a powdered drink made from rice; Nutricereal, another instant product made from rice flour and milk intended for boys and girls; rice cream, created as a nutritional supplement; and Nutrifororo, a powdered food made from roasted cornmeal.
For his part, the Minister of Food, Major General Carlos Leal Tellería, asserted that there are 45,000 local supply and production committees, 73% of them led by women.
According to the Center for Agrifood Studiesthe distribution of this food subsidy remains above 40% of Venezuelan households.
In the last two years, they have not registered a wait of more than 60 days for CLAP food. Nevertheless, the average number of kilograms per family never exceeds 9.10 kg per combo, which is still little for the nutritional needs of a family.
In the case of protein distribution, while CLAP supplied 139,000 tons of food in the first half of 2021, only supplied 11,887 tons of protein combos. These combos reach a certain sector of the population, generally civil servants of the public administration.
At another point, Maduro accused the United States of attacking the CLAPs, of imprisoning businessmen and producers from other countries to “avoid supplies. What do we order? That all CLAP products are produced here in Venezuela”.
In addition, he said that it is “forbidden to forget the economic war, forbidden to forget the food war because the CLAPs were born from there.”
Accelerate productive CLAPs
Vice President Delcy Rodríguez assured during a short speech that the financing fund, ordered from the Ministry of Finance, for peasants and small producers of the CLAPs is already active. “All those CLAP committees that have their productive P active will have a greater funding boost from this fund.”
While Minister Leal Tellería indicated that the “my productive CLAP” plan consists of 12,101 committees that are active, 81% of them in food. He said that, at the end of the year, 16,000 committees should have productive activity.
But Maduro demanded to reconsider the goal, so that 22,755 CLAPs produce food by the end of the year. «Vice President, you ask me and I stop for those resources. That is my task, to give birth to answers for the Venezuelan people.”
By 2025, 75% would be raised, said the Venezuelan ruler, “and by 2026, 100% of the CLAPs should already be activated, producing the land. Some with large projects, others with mediated projects producing the land, but all producing (…) In this way we are going to generate a lot of useful and paid employment ».
