The PT candidate for the presidency, Luiz Inácio Lula da Silva, said today (26) that he intends to strengthen the cultural sector to strengthen the economy and create jobs. “We should encourage, and this will be the reason for a great debate, to see if we can make culture become a powerful industry that generates wealth, generates jobs”, he emphasized in a meeting with the candidate for the government of Rio de Janeiro by the PSB, Marcelo Freixo, in the capital of Rio de Janeiro.
To put this project into practice, Lula intends, in addition to recreating the Ministry of Culture, to establish regional representations that take care of the area. “We had to create a cultural committee in each capital of the country, to see if, once in a lifetime, we can decentralize culture. Now, may the Rio-São Paulo axis continue to show culture to Manaus, to Amapá, to Roraima, to the Yanomami, but that they too may be able to produce the culture there and that it be transmitted here”, he added.
This policy should also cover, according to the candidate, the incentive to regional production by television stations: “We need to work very hard so that the regional media have regional programming. A television relay cannot only have half an hour in the morning, half an hour in the afternoon and half an hour at night. [de programação local]. The rest is to broadcast national programming and earn money from advertising”.
Lula also spoke about the importance of social policies and the provision of basic infrastructure as a way to reduce violence in favelas and poorer communities. “All these wars do not happen because of a lack of police or an excess of police, these wars happen because there is no State present fulfilling its social functions”, he pointed out when commenting on actions of direct confrontation of the police forces with armed groups in these areas.
“If the State were in communities with education, health, employment, sewage collection and treatment, asphalt, electricity, full-time education, leisure areas, cultural centers, if the State occupied the community space with things to make society move, without a doubt the police would be just another instrument of the State within that community, it would not be an instrument that only appears when you have to shoot someone, because it is only called when there is something serious thing happening”, he defended.
