President Luiz Inácio Lula da Silva signed, this Friday (25), a Provisional Measure (MP) to complement financial actions to support rural producers in Rio Grande do Sul who suffered material losses as a result of the floods that devastated Rio Grande do Sul, among April and May this year. The text, published in an extra edition of Official Gazette of the Union.
According to the government, the text, which is immediately valid but will need to be approved by the National Congress, will allow rural producers to access financing from the National Program for Strengthening Family Agriculture (Pronaf) and the National Support Program for Medium Rural Producers (Pronamp). with a discount on rural credit operations carried out between September 6 and 22, 2024. This covers the 17-day period in which there was no support after the expiration of the previous MP (MP nº 1,216/2024) and before the publication of the Law No. 14,981/2024.
Another point in the MP defines that operations carried out in municipalities that declared a public calamity or emergency situation until July 31, 2024, but which only had the situation officially recognized until August 30, 2024, are eligible for a discount.
According to the MP, the Special Commission for the Analysis of Rural Credit Operations of Rio Grande do Sul now has the power to validate discount requests in municipalities without a Sustainable Rural Development Council or with pending responses, until the deadline of October 17, 2024 .
Finally, the text defines that the use of the Minimum Price Guarantee Policy (PGPM) for extractive products is expanded to serve family farmers, extractives and Traditional Peoples and Communities (PCT).
