The federal government awarded on Monday (10) successful initiatives of thousands of city halls and education departments of the states that guaranteed the right to literacy of children until the 2nd year of elementary school. The goal set in a decree signed by President Luiz Inacio Lula da Silva, still in 2023, is up to 2030 with 80% of children between 7 and 8 years old literate.
This is the National Commitment Literacy Child (CNCA), which involves coordinated efforts from states, municipalities and the Union.
“We made a deal with the 27 governors of state, with the almost 6,000 mayors of this country, so that we would challenge ourselves, which is to reach 2030 with 80% of literate children until the 2nd year. This is the commitment that we need to assume in the future of this country, which can no longer cross another century being eternally a country in development. The event brought together ministers, parliamentarians, governors and hundreds of mayors.
To evaluate the actions, the Ministry of Education (MEC) instituted a commission responsible for the analysis of educational initiatives of states and municipalities, as well as a classification process. For the federation units, 21 parameters were established. For the municipalities, there were 20 parameters. All organized in five dimensions: integration actions; institutionalization of literacy policy in the territory; Implementation of literacy policy; Teacher training actions and distribution of didactic material.
According to the MEC Basic Education Evaluation System (SAEB), children who become able to read words, phrases and small texts are considered literate; Find information on the textual surface; Orthographically write words with direct regularities between phonemes and letters and write texts that circulate in everyday life, albeit with orthographic and segmentation deviations.
Recognition
In all, 4,187 municipalities received the seal, 2,592 in the Gold category, 1,062 in the silver category and 533 in the bronze category. The states of Ceará, Espírito Santo, Goiás, Mato Grosso, Mato Grosso do Sul, Minas Gerais, Pará, Pernambuco, Piauí, Rio Grande do Norte were contemplated. from Rondônia and Tocantins, besides the Federal District.
The Silver Seal will be delivered to the states of Acre, Amapá, Amazonas, Bahia, Maranhão, Paraíba, Santa Catarina, Sao Paulo and Sergipe. Already the Bronze Seal will go to Alagoas, Rio de Janeiro and Rio Grande do Sul.
“We do not believe in public policy that is upwards. We believe if it is built from the bottom up,” said Education Minister Camilo Santana.
“When a child does not learn to read and write at the end of the 2nd grade, it compromises this child’s school every year. Increases age and grade distortion, it increases disapproval, increases abandonment, and we arrive, in high school with almost , half a million young people abandoning the school. We are recognizing the processes, efforts and initiatives of each municipality and each state represented here.
According to the minister, the country has evolved in search of the goal. “We left 36% and reached 56% of literate children. We have a goal of reaching up to 2030 at least 80%, but I believe we will reach it before.”
Encounter with Mayors
President Lula is also confirmed presence at the opening of the National Meeting of Mayors and Mayorsthis Tuesday (11) in the morning, in Brasilia. The meeting continues until next Thursday (13) and will bring together municipal managers elected for the term 2025-2028.
Promoted by the federal government, the event aims to bring ministries and government agencies closer to municipalities to facilitate access to essential information, tools and resources aimed at new managers.
