President Luiz Inácio Lula da Silva sanctioned laws that readjust salaries and restructure bonuses for Legislative servants. 
Lula vetoed sections that provided for the so-called penduricalhos, which would allow payments above the constitutional ceiling, which today is R$46,366.19.
The texts, approved by the National Congress, were published in the Official Gazette of the Union this Wednesday (18): laws No. 15,349 (Chamber of Deputies), nº 15,350 (Federal Senate) and No. 15,351 (Federal Audit Court).
“The partial sanction maintains the recomposition scheduled for 2026 and modernizes careers. Escalations after the current term, compensatory leave with the possibility of compensation above the ceiling and rules that contradict the Constitution and the Fiscal Responsibility Law were vetoed”, explained the Presidency of the Republic, in a statement.
The so-called penduricalhos, which were vetoed, are the gradual increases in salaries in 2027, 2028 and 2029; retroactive payments of ongoing expenses; and the creation of a compensatory leave that provided for days off that could be converted into money in the case of extra activities, such as night sessions, audits and shifts.
Lula also vetoed rules that provided for a semi-annual calculation method for retirements and pensions.
The provisions that establish the remuneration recovery for 2026 in the three careers of the Legislature were maintained.
In addition, a performance bonus was created for permanent employees of both the Chamber and the Senate, which will vary from 40% to 100% of the highest basic salary. It replaced the current bonus and is subject to the constitutional ceiling.
In the case of TCU, there was an increase in the number of positions, an increase in the levels of trust functions and the requirement for higher education for all of them. Permanent positions in the three institutions are still recognized as typical State careers, which gives these employees more legal security.
