Lula sanctions laws for protecting women's rights

President Luiz Inacio Lula da Silva sanctioned, on Thursday (24), three bills on the fight against violence and protection of women’s rights, such as the use of artificial intelligence images and the granting of academic scholarships. “Violence against women is not always the one that appears in the flesh. Often, the soul, the psychological issue is much deeper than anything else,” he said. “Fight is not a struggle of women, it is a struggle of civilized human beings who understand the diversity of people, who understand the differences between people and who learns to live with them trying to elaborate a policy of respect between people,” added the president.

The first text sanctioned was the Bill (PL) No. 370/2024, on psychological violence using artificial intelligence. The author, Deputy Jandira Feghali (PCdoB-RJ), explained that violence happens when there is the use of the voice or images of women made by artificial intelligence. The text modifies the Penal Code, qualifying the penalty for crimes of this nature.

“According to the UN, the deep fake pornographic fake, 900% increased fakes of violence, and women are the majority [de vítimas] in this. So they are aggressions that mess with dignity, reputation, self -esteem, are often Deep Fakes who humiliate these women and generate incorrigible situations, often for a long time, ”said Jandira Feghali, defending a broad regulation of the use of artificial intelligence.

PL No. 475/2,024, by Deputy Erika Hilton (PSOL-SP), prohibits the discrimination of women in the granting of academic scholarships. According to the parliamentarian, a study showed that women, when they get pregnant, have difficulty staying and reinciding in the academic environment and access to scholarships. “We understood that a policy was needed, a law that would ensure that pregnancy was not used as a punishment to make it difficult, but when not permanence, it makes it difficult to access these women in academic life,” Erika Hilton explained.

Finally, Lula sanctioned PL No. 5.427/2023, by Deputy Gutemberg Reis (MDB-RJ), which establishes monitoring of women’s aggressors through electronic anklets. According to the Minister of Women, Cida Gonçalves, the new law makes the Brazilian state take responsibility for preventing femicide.

“Professionals, by noticing that there is a serious risk of death of this woman, can request the electronic anklet [para o agressor] And it will be the Military Police that will effectively monitor the whole process of both the aggressor and the victim, who will send a vehicle, if he gets close, or asking the woman to move away, change the route, ”he explained.
