Lula sanctions law that transfers capital to Belém temporarily

President Luiz Inácio Lula da Silva sanctioned this Tuesday (4) the bill that temporarily transfers the Brazilian capital from Brasília to Belém (PA). The change is valid during the period of the 30th United Nations Conference on Climate Change (COP30), between November 11 and 21, 2025. The proposal was approved by the National Congress. According to the government, the temporary transfer has a symbolic and political character and “reinforces the relevance of the Amazon on the international environmental agenda”, in addition to highlighting the country’s commitment to global climate issues.

All acts and orders issued during this period, including those of the President of the Republic and ministers, will be registered in the capital of Pará. During the period, the Executive, Legislative and Judiciary Powers will be able to install themselves in the city of Belém to carry out their institutional and governmental activities.

A similar case already occurred in 1992, when the federal capital was transferred to Rio de Janeiro, during the United Nations Conference on Environment and Development, Rio-92.
