Dog and cat tutors can now register their pets and freely issue the animal general registration (ID), a card with a unique and valid identification number throughout the country. This Thursday (17), President Luiz Inacio Lula da Silva announced actions to promote ethical population control of dogs and cats and combat animal abuse, with the creation of a national database.
In an event at the Planalto Palace, Lula signed the decree that creates the National Program for Ethical Population Protection and Management of Dogs and Cats (Propatinhas) and the National Domestic Animal Register System (Sinpatinhas). The initiatives will be managed by the Ministry of Environment and Climate Change (MMA).
MMA Minister Marina Silva stressed that adherence to actions is not mandatory. “There will be no penalty, because it is a voluntary process. This will not generate any cost, will only generate benefit, because when we properly take care of the population of dogs and cats, we avoid zoonoses, which are the diseases that are transmitted among animals and that can pass from animals to people,” he said in speech during the event.

MMA Protection, Defense and Animal Rights Director Vanessa Negrini celebrated the visibility for the animal cause and recalled that, in 2022, Lula met with representatives of animal protection and pledged to the creation of the board if elected.

THE Law 15.046/2024 which provides for the issuance of Animal RG was approved in November last year by the National Congress and sanctioned by President Lula in December. The document is unique and non -transferable and will accompany the animal throughout your life.
THE Sinpatinhas is already in operation and can be accessed with the account Gov.brthe Federal Government Services Portal. All personal information will be protected by the General Data Protection Law (LGPD) and will not be publicly exposed.
Animal and municipal rescue organizations will also be able to register the animals under their responsibility and issue the ID card, which includes an identification code (QR code). This code can be fixed on the animal’s collar, allowing you to via the camera phone, anyone can locate the tutor.
Once registered, tutors will also receive information on public castration, vaccination and microchipping campaigns in their region, facilitating access to care and animal welfare services. The measure should also provide more security in buying and selling negotiations.
The registration must contain identity, CPF and address of the owner and data on the origin and characteristics of animals: race, gender, actual or presumed age, applied vaccines and contracted or treatment diseases, as well as the place where the animal is maintained. It will be the duty of the tutors to inform about the sale, donation or death of the pet, diagnosing the cause.
If the animal uses a subcutaneous microchip that identifies it, the device may be included in the register.
In addition, Sinpatinhas will allow the monitoring of the allocation of federal resources for these actions in each federative or beneficiary of parliamentary amendments, promoting more transparency in public spending.
Propatinhas
Sinpatinhas was developed under propatinhas. The purpose of the program is to promote ethical population control of dogs and cats, encouraging responsible guard and the fight against abandonment and cases of abuse. He also prioritizes the “promotion of harmonious coexistence between animals and society” by enabling, for example, measures to support the control of zoonoses transmitted between animals and persons.
Among the actions to be offered by Propatinhas are the support for castration and the implementation of microchip in dogs and cats for individual identification and the continuing education of public managers and other professionals involved in the implementation of the program.
Microchip is a device placed by veterinarians under animal skin, with code associated with owner’s data. To access the information, it is necessary to use a suitable reader, usually available in veterinary clinics that do the procedure.

MMA stimulates that tutors with financial conditions look for their veterinarians to install the device. For those who cannot, actions are foreseen in partnership with states and municipalities. Already in May, the government foresees a microchipping joint effort in the Federal District.
According to Minister Marina Silva, the most vulnerable populations will be prioritized in offering the actions. “This public policy of the ethical castration of dogs and cats is so that we do not have a lack of control of the population of dogs and cats and that is done under adequate sanitary conditions, in adequate clinical conditions, that has a look to the communities of the periphery, to traditional communities, which has no resources to access these services,” he said.

Within 90 days, MMA should publish a concierge for adhesion of states and municipalities, so that propatinhas actions can be expanded. Also in 2025, qualification courses are planned for public veterinarians and for 1,500 security agents who can act against mistreatment and in response to disaster fauna.
According to the government, propatinhas was one of the most voted public policies in the Participatory multiannual plan (PPA)which evidenced the “broad demand of society” by structuring actions in the area of animal protection. In 2023, the Government promoted the participatory PPAwhen society opined on priorities for investment of resource in public policy in the coming years.
