President Luiz Inacio Lula da Silva delivered on Wednesday (23) the proposal to amend the Constitution (PEC) of Public Security to Senate Presidents, David Alcolumbre (Union Brazil-AP); and the Chamber of Deputies, Hugo Motta (Republicans-PB).
By handing over to the PEC to the Legislature’s heads, Lula said he hoped the proposal will be debated and voted as soon as possible in the National Congress. According to the president, PEC does not interfere with the autonomy of states and municipalities in the treatment of public safety.
“What we want is to say to the Brazilian population that the federal government has definitely assumed the responsibility of making itself totally available to states so that we can take care of the safety of the Brazilian people and not allow the people to continue walking scared on the streets,” said Lula.
According to the president, what is intended to be the federal government to make available to the states and municipalities intelligence, resources and political will.
The Minister of Justice and Public Security, Ricardo Lewandowski, said that, for the first time, the federal government will assume its part of responsibility in an extremely complex problem that was still delivered to states and municipalities.
“It is time to reflect on this acute issue that afflicts all of us. Today the crime is no longer local, it became national and even transnational,” he said.
According to Lewandowski, the proposal provides for the creation of autonomous corregedorias and ombudsmen in all police. PEC also updates the skills of the Federal Police and the Federal Highway Police.
The minister assured that a constitutional device will ensure that states and municipalities have full autonomy to manage civilian, military police, fire brigade and municipal guards.

PEC also provides for the constitutionalization of national public security and penitentiary funds. The municipal guards will have their assignments redefined, and will be able to act in urban security, in ostensive and community policing actions, as well as arrests in the act.
Another point provided for by PEC of Public Security is the inclusion of civil society representatives in the composition of the National Council of Public Security and Social Defense, which will also have representatives of the Union, the States, the Federal District and the Municipalities.
