President Luiz Inacio Lula da Silva defended, on Tuesday (5), social participation in government policies so that the policy is not “discredited”.
“Democracy is the right to vote, but it is also the right for you to correct the error, if you made the vote. It is you to oversee. Because if society does not take care of it, the natural tendency is the policy to become worse, increasingly discredited,” he said.
Lula attended the opening of the 5th Plenary Meeting of the Sustainable Social Economic Development Council (CDDES), the Conselão, at the Itamaraty Palace, in Brasilia. The body, composed of representatives of civil society, is responsible for advising the President of the Republic in the formulation of public policies and government guidelines, under the coordination of the Secretariat of Institutional Relations.
“I think you give a living demonstration that it is possible to build a participatory democracy, involving Brazilian society,” Lula told the counselors. “Then what we will adopt is a matter of government,” he added.
According to him, the council works as an ombudsman so that society can manifest, make proposals and charge the government in the things that society understands that they need to be done in the country. Created in 2003, the collegiate worked for over 15 years, until it was extinguished in 2019. In 2023, Lula brought back the initiative.
“I know that this country has lost a lot when you stopped working from 2019 to 2023. And so when we return to the government we decided to create the advice to do exactly what you do: to meet, to guess, make suggestions, to elaborate the bill, the decree project, to give the ministers to what is possible, until the ministers come to me with the change of change in the world. Today, ”said the president.

At the event, acts of proposals generated under the council were signed. Among them, Lula signed the decree that creates the Integrated National Policy of Early Childhood, which aims to guarantee rights and promote the integral development of children up to 6 years old.
Also sworn in the members of the Advisory Board for Digital Transformation, composed of professionals who worked on the construction of the National Policy Brazil Digital 2030+, which provides for the creation of this board.
It was also signed a protocol of intentions under the most digital Amazon program, less unequal. The goal is to reduce social and economic inequalities through the use of technology, offering digital literacy opportunities and professional qualification for vulnerable communities.
Another protocol was signed within the initiative arc of the dignity of the black population, which provides for actions and policies to ensure equal rights and opportunities.
The counselors also delivered the investment portfolio for ecological transformation, which foresees RS 430 billion in investments aimed at 2,540 projects. The document will be presented in 30th United Nations Conference on Climate Change of 2025in Belém (PA), in November.
Finally, the working group proposals were presented to reduce bank spread, a rate that measures the difference between the cost of fundraising by banks and the average rates to customers. There are 40 proposals in six thematic axes to reduce: default; Prevention and combat fraud; micro, small and medium enterprises; access to digital data and platforms; Cost and tax burden on credit; and competitiveness.
During the ceremony there was also the new composition of the board, which will be responsible for advising the President of the Republic over the next two years. There are 131 new counselors and 155 were reappointed.
Still during this afternoon, the council continues with a series of panels and thematic tables that will bring together ministers from states, authorities and counselors to discuss the topics of interest.
