President Luiz Inacio Lula da Silva charged, on Friday (1), that the government team and the Central Bank find financing alternatives for the real estate sector, amid withdrawal of the savings account, which is the main source of housing credit resources in the country. 
“We had a meeting two months ago in June and decided to present the largest housing program in the history of this country. Not only marries the poor, but marries a middle class. House for a citizen who works, who earns up to $ 12,000, this guy is also entitled to home,” said Lula during the delivery ceremony of Minha Casa, at Planalto Palace.
“We held the meeting on June 24, asked me 30 days to present the definitive proposal. From June 24, we passed to July 24, we are already in August. So, both you, Jader [Filho] As for Carlos [Vieira]Inês [Magalhães]Rui Costa and the Central Bank president owe me an answer, ”he charged.
Lula quoted the ministers of the cities, Jader Filho, and the Civil House, Rui Costa; the president of Caixa Econômica Federal, Carlos Vieira; Caixa’s vice president of housing, Inês Magalhães; and Central Bank President Gabriel Galipolo.

In 2023 and 2024, net withdrawals from savings were R $ 87.8 billion and R $ 15.5 billion, respectively. Among the reasons for withdrawals is the maintenance of Selic – the basic interest rate – on the rise, which encourages the application in better performance investments.

According to Minister Jader Filho, one of the suggestions is the release of compulsory deposits of savings.
Today, the Central Bank requires the banks to collect 20% on savings deposit resources. The idea is that the percentage will be reduced, which would release more resources for real estate credit.
In this sense, for Jader Filho, 80% of the money should be directed exclusively to housing contracts and with interest rate limit. “I already told President Galipolo, at the last meeting we had, that the Ministry of Cities understands that it has to have these two conditions so that we can make this release. Either we launch this way or we should not release, if they do not have these two locks,” he said.
“Interest cannot be released so that this feature can be given, because we have to understand that we have a focus on the housing issue. We have to look for the middle class that today has difficulty reaching financing […]resources are missing for financing for middle class, ”he added.
According to the minister, a new dialogue should be established with the Central Bank, in a meeting with the participation of President Lula and President Galipolo. “The focus of this feature, as it is a limited resource we have today, that it is released for housing, and not to other fronts such as construction of Shopping Centers and other enterprises, ”argued Jader.
New Deliveries
Lula participated in the simultaneous delivery ceremony of 1,876 homes of Minha Casa, my house in six cities in the North and Northeast. Enterprises were delivered in Pojuca and Paulo Afonso, in Bahia; Horizon, in Ceará; Açailândia, in Maranhão; Teresina, in Piauí; and Chapada de Sand, in Tocantins.
“The people just want to be treated with dignity. So if the citizen has a house, near the house there is a school, have a trade to buy his things, if he has a bus stop so he can go to the city, if he has the public power healthy there, with day care … How will women women work if they do not have a day care for children to stay?” Lula argued.
“The value of the house for a poor is very big. It’s the security we want in life. And that’s why we have this commitment to make home, which is why the box has to put everything possible for us to do. That’s why Jader will have to work harder,” Lula has charged again.
