Lula charges law regulation on solidarity economy

President Luiz Inacio Lula da Silva charged on Wednesday (13) of his ministers the regulation of the law that creates the National Policy of Solidarity Economy, sanctioned in December last year. “Today I learned that it is still regulating the law. It was easier to pass the law than to regulate, and the regulation depends only on us. It must have some disagreement among the ministers, because, if it was not divergence, it should already be regulated,” said the president.

During the opening of CONAES, the representative of the National Forum of Solidarity Economy, Tatiana Valente, charged the regulation and implementation of the National Sector Law, as well as the implementation of the National Solidarity Finance System.

“To strengthen the solidarity economy is to strengthen the real Brazil, its sovereignty, the work and resistance of all these workers in everyday life,” said Tatiana.

In response, the Minister of Labor and Employment, Luiz Marinho, said that the legislation should be regulated by November, and that the financing system is under discussion at the National Congress.

“The Ministry of Finance is giving a great collaboration, but there are still some adjustments to make in the Central Bank so that the House can appreciate this law,” said Marinho.

Resumption

With the theme “Popular and Solidarity Economy as Public Policy: building democratic territories through associative work and cooperation”, The 4th National Conference on Popular and Solidarity Economy marks the resumption of the conference after more than ten years.

The last Conaes, held in 2014, produced subsidies for the creation of the 1st National Plan of Solidarity Economy, which underwent a review of the National Council, in May 2024.

The previous conferences were held in 2006, 2010 and 2014. This year, the conference will be held until August 16, in Luziânia (GO), and will offer subsidies for the elaboration of the 2nd National Plan of Solidarity Economy.

The solidarity economy is an economic model mainly formed by solidarity cooperatives, in which workers have possession of the means of production, machinery and equipment; And where there is self -management, that is, participatory management and an equal sharing of earnings.

In 2023, The Brazilian government resumed the National Secretariat of Solidarity Economy (SENAES)which had been extinguished in previous governments.

Lula criticized the dismantling he found in the government when he took the third term, such as the extinction of the Ministries of Labor, women, racial equality and human rights. He assured that the government will continue with the social participation policy.

“We will continue with this policy of involvement of society, because we will not allow the jokers that ruled this country to rule again. We know what we lost when these people ruled the country,” he said.

Tariff

Lula again classified as “inexplicable and totally unacceptable” the taxation of 50% on Brazilian products imposed by the United States government. According to him, the order is to keep trying to negotiate. “We are trying to negotiate and there is no one to talk,” said the president.

He also assured that the Brazilian government will not give up regulating the Big Techs In Brazil, large technology companies that have digital platforms, such as social networks.

“We will send the project to the National Congress as soon as we talk to other sectors of society. There is only one way for a company not wanting to be regulated in Brazil: it is not being in Brazil. But if you are in Brazil you will have to be regulated.”

Lula also assured that the government will change the public purchasing system to purchase products affected by Donald Trump’s tariff. “Let’s buy the honey you have to be sold in this country, sardines, everything you have.”

The federal government announced on Wednesday (13) the Provisional Measure (MP) that brings together measures to support companies, exporters and workers affected by the surcharge imposed by the United States against Brazilian products.
