President Luiz Inácio Lula da Silva met, this Thursday (13), his ministers who were once governors to deal with the public security projects currently being processed in the Chamber of Deputies. Lula asked for the commitment of these ministers in political articulation for the approval of the Proposed Amendment to the Constitution (PEC) for Public Security, sent by the government in April, and the Anti-Faction Bill (PL), sent at the end of October.
“The ministers, of course, were governors, they have a relationship with the deputies on their benches, they talk. So, I think this also helps us a lot in articulation within Congress”, said the minister of the Secretariat of Institutional Relations, Gleisi Hoffmann, in a press interview at Palácio do Planalto, after the meeting with Lula.
According to the minister, the intention of the meeting was to hear the governments’ experience on the topic and the progress of the projects.
“It was a very interesting and productive meeting because our former ministers reiterated the importance of approving these legal frameworks”, added the minister.
Among the main points of the Public Security PEC, the government defends the integration of federal forces with state and municipal forces to “effectively combat” organized crime. “This makes it possible to integrate the work of security forces from planning to action,” said Gleisi.
Regarding the latest PL Antifaction report, presented by deputy Guilherme Derrite (PP-SP), the minister stated that there is still issues that concern the governmentsuch as the seizure of assets only after the case has become final and criminal classification has been made. According to her, the text needs to make clear the criminal type of criminal faction – which is a more complex concept of territorial and economic domination – different from criminal organization.
Amid this scenario of divergences, the president of the Chamber of Deputies, Hugo Motta, postponed until next Tuesday (18), as the only agenda, the discussion and voting on the text.
For Gleisi, the government has a “large backlog of discussion on this matter” and is prepared to defend the project in plenary.
“The government dedicated six months to preparing this project, this project was not born in two days. It was a project discussed with experts, with the university, with state security authorities. In short, it was a very robust and well-studied project. So we are able to have this debate”, he stated.
The former governors ministers who participated in the meeting were Geraldo Alckmin (Development, Industry, Commerce and Services and vice-president); Rui Costa (Civil House); Renan Filho (Transport); Camilo Santana (Education); Wellington Dias (Development and Social Assistance, Family and Fight Against Hunger); and Waldez Góes (Integration and Regional Development).
Also present were Minister Gleisi and the Ministers of Justice and Public Security, Ricardo Lewandowski, and of Finance, Fernando Haddad.
