But the basic promise of changing the dominant regime in the country, related to hegemonic neoliberal globalization, has not finished completing. The transformations that occurred over six years occurred without stops, successively. They affected much of the structure of the central power playing almost all the programs, the operational modes and even the established rituals. They even extended to the modes, organization and chores in the dependencies of certain states of the Republic. At least in those where Morena was dominant.

Substantive part of what happened in this already solid period that is accentuated with vigor, touches the purpose of joining the policy and works, customs and visions of it, with its moral basement as a guide. This characteristic, completely distanced from the past, follows a course still unfinished. But it has been persisted in impregnating public trials and modes, by a path of honest substance, supportive and responsible with citizens. In particular with that part that brings together the excluded and the regions where they live. Consequently, the effort is made to banish the deeply entrenched ostentation, under the motto that there can be no rich government with poor people.

However, the popular fatigue fund has not been completely modified. The deficiencies in distributive justice continue to gravitate on large layers of the population. It is true that it was possible to get millions of Mexicans out of poverty. There were also corrections in inequality, reducing the still wide differences, but how much it remains in both lines continues to tax collective consciousness. No conditions are observed to continue with this route. At least with the efficacy that the great projects of the South/Southeast printed, the serious salary increases and the robust social assistance.

The decision to continue with massive investments has been based in the center/north, with the exception of the interoceanic that awaits its consolidation. The State does not have indispensable financial resources to undertake high -draft investments. The published in the Development Plan does not attack, with due efficiency, poverty pockets in specific regions. The imbalances in opportunities and capacities between states will continue to be injured well -being and equality.

The reform of the Judiciary, in process, appears as the last touch of the fiance change of regime. Such design, in all its varied phases, required the determined citizen support. The image of corruption and generalized inefficiency coincided with what citizens requested. A vision, substantively different, was introduced by legislative reform. This tentative concretized, in a radical way, that of itself diminished selective justice. The elitist used in the last method of choice of the officials of that power, allowed intense influence peddling and, especially, the capture of those nominees.

It was decided, then, to make a qualitative leap that could introduce, in the formation of judicial processes, better behavioral standards. It was then that it was proposed and accepted by consensus to use the popular vote to choose each and every one of the members of that power. Now, already approved the reform and the opposition overcome, the period of election of each and every one of the judges, magistrates and ministers is underway. This will complete what can be called a structural change of the old regime for another new, more effective and capable of responding to the wishes of citizenship. The current that wishes to have judges that impart justice complying with written laws is clear.
