New York.-President Luis Abinader made an urgent call to the permanent members of the UN Security Council (P5) – United States, Russia, China, France and the United Kingdom – to approve without further delay the proposal to transform the current multinational mission of support for security (MSS) into a more robust and effective force for Haiti.
In his speech before the United Nations General Assembly, the president warned that the mandate of the MSS expires on October 2, which places the international community against “a period of delicate transition that requires guaranteeing legitimacy to the entire current contingent of the mission”.
Abinader firmly supported the draft resolution presented by Panama and the United States, based on the proposal of the Secretary General António Guterres, which proposes to strengthen the command structure, establish clear and evaluable goals, and place the logistics and operational component under the direct supervision of the UN.
He did not meet objective
“We must be aware that the mission has not yet reached the necessary scale, nor the proper financing, so it has not achieved its objectives.
Haiti needs a more robust presence, with greater coordination, supervision and accountability, ”he emphasized.
The Head of the Dominican State also highlighted the leadership of Kenya, Jamaica, Belize, Bahamas, Guatemala and El Salvador, as well as the financial support of the United States, Canada and other countries, although he warned that the effort is not yet enough in the face of the magnitude of the Haitian crisis.
Sovereignty defense
Abinader reiterated that the Dominican Republic will continue to defend its territorial integrity and its migratory regime, stressing that no country can be reproached to protect its borders.
However, he insisted that the international community must assume the Haitian crisis as a shared responsibility in the region.
“Every day of inaction moves away the solution to the crisis. We act now!” He concluded.
During his speech, Abinader raised the main global challenges from the perspective of developing countries and the Caribbean, while reiterating his nation’s commitment to multilateralism and international cooperation.
When the 80th anniversary of the creation of the United Nations, the president recalled that the body was born “of the ashes of war” with the mission of preventing humanity from being shipwrecked again in hatred and barbarism.
He assured that this foundational spirit must be renewed to face an international scenario marked by five forces that, they said, are deeply transforming the fate of the peoples: political polarization, the resurgence of commercial protectionism, the technological revolution, climate change and geopolitical competence.
The president stressed that these global dynamics have concrete consequences for countries such as the Dominican Republic.
In that sense, the president mentioned the volatility in the prices of raw materials because of armed conflicts, the new tariffs that introduce uncertainty in international trade, vulnerability to extreme climatic phenomena and the erosion of citizen confidence due to digital misinformation.
The challenges
“These are challenges that converge and test the principles of the San Francisco Charter,” he said, citing former US president Franklin D. Roosevelt, who in 1945 warned that the safeguard of peace could only be achieved through economic and social justice.
In his speech, the Head of State emphasized the situation of small island states, which face the triple planetary crisis of climate change, loss of biodiversity and environmental pollution.

The president concluded his speech reaffirming the faith of the Dominican Republic in the principles of the United Nations and calling a common pact of humanity in favor of peace, justice and dignity.
Abinader meets Marco Rubio
Bilateral. President Luis Abinader held a new meeting with the United States Secretary of State, Marco Rubio, in which they addressed important issues for bilateral relations between the two countries, such as regional security and the Haitian crisis, with emphasis on reinforcing the international support mission to deal with insecurity and violence.
The meeting held in New York, within the framework of the 80th General Assembly of the United Nations, also included conversations about the next summit of the Americas, which will be held in December in Punta Cana.
