Edward Rengifo Pezo was caught cutting the toenails of Congresswoman Lucinda Vásquez, on November 6, 2024, when he was working as her assistant. The fact was recorded in a photograph, which Cuarto Poder had access to, and shows Rengifo carrying out said work carrying his work center card (the headband says “Congress of the Republic”) in the parliamentarian’s office. That is to say, the report states, it happened during working hours.
Rengifo Pezo, according to an investigation by the same media, is the great-nephew of the parliamentarian. Furthermore, the photograph was taken in office 103 of the Santos Atahualpa building.

Congresswoman Lucinda Vásquez denies what happened
The parliamentarian was consulted about said photograph, however, she denied what happened. “(Congressman, do they cut your toenails?) No, no, not at all, not at all. (Why can’t you cut them yourself?) I cut them myself. (Is it the function of your advisors that they cut your toenails?) I can’t answer you. (Do they cut your toenails?) I can’t answer you,” he declared to Cuarto Poder.
He also did not answer whether he forces his workers to carry out this work. “Please let me walk. (Why do you force your advisors to do that to you?) How do you know that I force? (Here is a photo). I do not force anyone. (Is it voluntary?) It is not voluntary either. I do not force anyone,” said the legislator.
According to criminal lawyer Carla Cárdenas, the incident could constitute the alleged crime of embezzlement. “(Under what crime could this whole series of facts fit?) We could be talking about the crime of embezzlement. The use of labor or the use of state personnel in general represents a quantifiable public resource, because they receive remuneration. If the personnel is used for other purposes that are private, the crime of embezzlement is being committed,” he explained to Cuarto Poder.
