The Subcommittee on Constitutional Accusations (SAC) of Congress approved this morning the qualification report that declares the constitutional complaint against the congresswoman admissible Lucinda Vasquez for the alleged crime of influence peddling aggravated by having offered applicants to the entrance contest for the public teaching career, in 2021, access to the tests in exchange for the payment of S/3 thousand.
The report received the support of 10 parliamentarians; There were no votes against, but there was an abstention from legislator Elizabeth Taipe of Peru Libre.
According to the Internal Regulations of Congress, it is now up to the Subcommittee on Constitutional Accusations, chaired by Lady Camones, to submit its qualification report to the Permanent Commission, a body that will approve the deadline for that working group to investigate and present its report within a period of no more than 15 business days.
Testing fee
According to the qualification report, between the end of August 2021 and November 13 of that same year, Lucinda Vásquez would have offered teachers in the San Martín region access to the entrance exam for the public teaching career.
In exchange for this “they would have been asked for an approximate payment of 3,000 soles per person” which would have been managed through intermediaries in their environment.
“This offer was based on the ability attributed by the congresswoman herself to intercede with officials in the Education sector taking advantage of her political position and sectoral ties. The tax investigation also allowed us to corroborate the existence of a real leak of the content of the evaluation before its application,” the document states.
In this sense, it is specified that in official proceedings the ballot offered that contained the same questions and answers that were later used in national tests was seized. “The coincidences were verified through a comparison between the seized material and the official booklet,” it states.
Furthermore, the Prosecutor’s Office made this finding in person during an exam held in Tarapoto, which proved that the exam “was violated.” On the other hand, it should be noted that the parliamentarian herself acknowledged having had “prior links” with some of the applicants, reported the technical secretariat of the subcommittee.
At the time, it should be remembered, the Public Ministry, through a statement, stated that legislator Lucinda Vásquez offered the tests to various applicants and interceded with the officials of the Ministry of Education who had knowledge of the admission process “through Ynés Gallardo Calixto, daughter of the then Minister of Education Carlos Alfonso Gallardo Gómez.”
Also investigated by Ethics
It should be remembered that Lucinda Vásquez, who entered Parliament with the Peru Libre shirt and is now a member of the Together for Peru-Voices of the People-Magisterial Block, is also being investigated by the Parliamentary Ethics Commission for using staff from her office for domestic tasks at her home.
These facts were accredited with photographs in which workers from his office are seen cooking at his home and even cutting his toenails in his office.
