In his message on Twitter, the counselor insisted that the so-called “Plan B” violates the five pillars of the electoral system: the autonomy and independence of the electoral bodies, the National Electoral Professional Service, the permanent structure of the INE in the country, the integrity of the electoral roll and the conditions of fairness in the competition that – he maintained – prevent governments and public officials from intervening in the campaigns.
In addition, these changes were imposed without respecting the basic rules of the legislative process, he warned.
Last Thursday the second constitutional controversy against the electoral reform was presented and there are four axes: the violation of the legislative process committed by the Chamber of Deputies and the Senate; the violation of the autonomy and independence of the INE.
The third axis is the violation of the conditions of equity in political competition that have allowed free and authentic elections and the last one is the “serious affectation” to the personnel of the SPEN and the administrative branch.
With the judicial decision to reinstate Jacobo Molina – for now a provisional suspension – “these illegal, arbitrary, undemocratic and unconstitutional changes to Plan B suffered their first legal setback; the first –I am sure– of many that will come in the battle to restore the democratic order”, warned Córdova.
