This Wednesday, November 24, Dr. Óscar López Goldaracena held the official act of returning to political activity. He will head List 5271 in the internal elections of the Frente Amplio.
The renowned lawyer specialized in human rights and international law, López Goldaracena, will be the first candidate of the Left Current to the National Plenary and supports the candidacy of Gonzalo Civila for the presidency of the Broad Front.
Within the framework of the act, López Goldaracena referred to the obligations of the State for some rights such as not to intervene, for example in the matter of freely exercising citizenship; and in other rights to do and intervene because if they are left free to the spaces of freedom or to the market, universal accessibility will never be guaranteed, for example in the right to housing, education and health.

He added that even if a consensus is generated in that ideological framework of the left and of human rights, they must land on a level of the government program to carry out. “The great challenge is to give content to those concrete premises that rest on ideological bases that are unquestionable. He said that many political sectors in Uruguay can “fill their mouths with human rights, but later, in practice, their political actions go the other way.”

In this regard, he stressed the importance of all sectors and movements at all levels to feed, from the daily routine of each, to contribute to the construction of this program. “But a government program is not enough either. We can generate an ideological framework, a government program, give it content, agree on what the reforms should be, then the government plan comes, that is, how it will be done ”.
He questioned: “Were the Frente Amplio’s government plans determined when it was plebiscited before the citizens, before the national or departmental elections, or not? Who is the one who determines the government plan, who is the elected candidate? When is the plan determined, before nominations are defined? Where are the program commissions?
“We can all agree on ‘truth and justice’, but then when it comes time to define concrete political actions, that government plan is defined according to who makes the decisions and many times the program and the The results are not what we really want, because before we should have elaborated our government plan ”, he indicated.

Regarding the internal elections of the Broad Front, he stressed that he is honored to head List 5271, to collaborate in the construction of an ideological framework, of a government program that arises from the citizenry.
He stated that through the Left Current he wants to generate working groups for each area, and from that work to discuss the ideology, the government program and plan.
He referred to the fact that the contract between ANTEL and the private cell phone companies with the database operator will be signing at this time to implement number portability. He remarked that this is provided by a rule of the Urgent Consideration Law (LUC) that was challenged, but the government is also making progress and the public company will lose about 12 million dollars. “I do not see the institutional voice of the Broad Front saying that this contract cannot be signed.”

Óscar López Goldaracena is a doctor in Social Sciences and Law, graduated from the University of the Republic (UDELAR). He has been practicing the legal profession for 37 years. He stood out for his denunciations of victims of human rights violations that occurred during the civic-military dictatorship (1973-1985). He was in charge of the legal case for the clandestine transfers of Uruguayans who disappeared in Argentina in 1977 – 1978, in which the former dictator Gregorio Álvarez was convicted.
Drafted the draft Law on Genocide, crimes against humanity, war crimes and cooperation in the International Criminal Court to implement the Rome Statute in Uruguayan legislation, which became Law 18.026.
He was co-editor of the draft Law on Refuge, sanctioned as Law 18,076. He was also in charge of the preparation and drafting of the Bill of Comprehensive Reparation for victims of serious human rights violations committed by the dictatorship, which was partially included in Law 18,596.
Represented Uruguay in the United Nations working group that drew up the text of the International Convention for the Protection of All Persons, Against the Forced Disappearance of Persons.
He coordinated, as a United Nations expert, the working group that drew up the bill for the creation of the National Human Rights Institution, which became Law 18,446.
He was an active member of the Coordinator for the nullity of the Expiry Law, which mobilized the constitutional reform project by popular initiative. I vote for “Yes”, pink ballot, in 2009.
He was a human rights advisor to the Ministry of Foreign Affairs and a member of the National Commission for International Humanitarian Rights.
He assumed the position of Senator of the Republic on several occasions in representation of the Broad Front, in the 2010-2014 Legislature.
He participated as an observer in the conflict between the Republic of Artsakh and Azerbaijan.
He has given courses and conferences, has participated in international conferences, has taught and has written books and articles in newspapers and magazines. He is the author of legal books: “International law and crimes against humanity”, “External debt, legal analysis”, “The rights to water and sanitation”, “Genocide, war crimes, crimes against humanity”, “Law to comprehensive reparation for human rights violations ”,“ Armenian cultural genocide ”.
He is also a writer of stories for children, with works declared of cultural and school interest.
