Live: informal miners give ultimatum to the government and threaten to break dialogue

There they go again. Threatening. Putting conditions, blackmailing, trying to violate the dialogue. Just two weeks have elapsed since the technical table was installed on mining formalization and informal miners already warned that in the meeting they must have this morning they will kick the board if they ignore their claims.

Ismael Palomino, representative of the Confederation of Artisanal Miners of Peru (Confemin), announced yesterday that they are evaluating to suspend their participation in this dialogue table with the Executive and resume their protests in the streets if they do not meet their demands.

This is the second threat launched by the informal after lifting their protests last July in which they blocked roads and faced the police.

The same day of the installation of the table, and shortly before entering the headquarters of the PCM, Máximo Franco, an advisor to this confederation, he had warned that his guild would withdraw from the dialogue if the interdictions are not immediately paralyzed and the exclusion of 50 thousand miners of the reinfined is not revoked, arranged by Supreme Decree 012-2025.

Thus, with that ultimatum of this Arequipa leader affiliated with popular renewal, – a party with congressional representation – the informal ones sat at the table.

Franco was the same one that publicly summoned the Ronderos to take the capital, it was barely known that the Energy and Mining Commission rejected the predicttame that intended to favor illegal miners.

Now it is Ayacuchano Palomino who dynamite the table. The spokesman for the informal ones, and also affiliated with popular renewal, has justified his threat by pointing out that, after five dialogue tables, two with the PCM and two with a work subgroup, no favorable result for his guild has been achieved.

One of the demands on the table by informal is the modification of a supreme decree that establishes a deadline to obtain until August 17 the authorization to use explosives, time they consider unattainable.

The Confemin representative argued that the requirement of the decree does not conform to the reality of the country, where there are few stores suitable for storing explosives. “At least 31 thousand dusty would be needed, but that infrastructure does not exist even in projection,” he said. He added that most of these belong to private and their availability depends on third parties.

Palomino estimated in five months to comply with that procedure, this would be in December, so he recommended that it will be expanded without a fixed date.

In conversation with Peru21, he demanded that the Executive this morning arrives with the Supreme Decree where the modification of this period is specified, otherwise they will rise from the table and will end their participation, pointing out that they would evaluate the possibility of lifting the truce agreed with the government and reactivating their protest mobilizations throughout the country, including the illegal road block.

That is the way to dialogue and seek consensus for informal miners. Palomino said that his position is shared by the National Federation of Small Mining Producers, whose president, Celso Cachajagua, participated in the first table, and with which he shares the same platform for the fight and agenda of demands, so the two guilds would rise from the table in case this morning the executive rejects his order.

The exclusion of 50 thousand reimo miners is another pending point at the table. Palomino points out that his guild is waiting for the report of the Ministry of Justice on whether the rights of these miners were violated with the Executive’s resolution.

“RAPTURE”

The tables convened by the PCM also attend Adolfo Valverde, legal advisor of the Confminin, militant of Peru Libre; In addition to Luis Mayta and Tony Torres. For this morning, a representative of the Chumbivilcas Front must be present at the meeting.

Iván Arenas, a specialist in mining issues, described this threat of informal miners such as “an outburst” and said that the Executive will not yield to their claims.

“At this time the only possibility they have left is just to press, but the government will not extend the deadline they demand,” the political analyst told this newspaper.

The table is scheduled for 10 in the morning at the headquarters of the PCM.
