LIVE from Congress: Salhuana responds this afternoon for the Andrea Vidal case and trip to China

Presidente del Congreso, Eduardo Salhuana

The president of Congress, Eduardo Salhuana, will give a press conference this afternoon, starting at 4:30 pm, in which he will explain two topics: the progress of the investigations into the Andrea Vidal case by the Ad Hoc Commission, and his trip to participate in an event of the National People’s Congress of the People’s Republic of China.

As recalled, the plot of the Andrea Vidal case has as its central axis the murder with 70 gunshots of the aforementioned former Congress worker as well as an alleged prostitution network in the Legislature, in which the former head of the Office is involved. of Legal and Constitutional Advice, Jorge Luis Torres Saravia.

Peru21 has also reported that the green light for the formation of the Ad Hoc commission to investigate this case, in the administrative area, was given by the head of Human Resources, Haydi Figueroa, who is a member of Alianza Para el Progreso (APP), the party of César Acuña to which Salhuana belongs.

This medium announced, on December 24, that APP also controls seven key areas in Parliament.

SHIELD ANNOUNCED IN THE ANDREA VIDAL CASE?

The administrative investigation of the pimping case in Congress, in the plot of which is the murder with 70 bullets of the former worker, Andrea Vidal Gómez, and the participation of the former head of the Legal Counsel Office, Jorge Luis Torres Saravia, in an alleged network of prostitution, would be the chronicle of an announced coinage shield.

Because? This, because APP could return the favor to Torres Saravia when he saved the former president of the Legislature, Alejandro Soto, on August 29, 2023, through a legal opinion, in which he said that there was no crime of nepotism when the legislator from Alianza Para el Progreso (APP) hired, in his office, the mother of his son.

Jorge Torres Saravia shielded Alejandro Soto in his report in which he said that there was no nepotism in the hiring of the mother of his son when there was. Now, APP would also save him in the pimping investigations.

That assessment he made prevented the Ethics Commission from initiating an investigation and suspending his position as congressman for up to 120 days.

This possible shield tacitly announced to Torres Saravia – who is close to APP, despite not being a militant – follows from the fact that the head of Human Resources, Haydi Figueroa – a supporter of APP – was the official who ordered the formation of the Ad Commission. Hoc who will carry out the administrative investigation of this case.

In 2020, he began working as an advisor to then congressman Luis Valdez, current general secretary of APP.

SIX OTHER BOSSES LINKED TO APP

The other six heads linked to APP are: Carlos Luis País Vera, current general director of Parliament Administration, with a salary of S/26,227.

In 2017, País Vera was the representative of the company Negociaciones Rafaela SAC, in which the son of César Acuña, president of APP, was a director.

The other senior official close to APP is the head of the Budget Area, Yolanda Ríos Mendoza, with a salary of S/15,470. He was a member of Acuña’s party until 2021.

The other senior manager close to the coiners is Iván Esteban Saldaña Estrada, current head of the General Services Department, with a salary of S/19,277. Between 2019 and 2020 he was an advisor to former congressman Richard Acuña and Luis Valdez. Between July 2021 and August 2022, he was an advisor to the APP bench in Parliament.

William Alcántara Infantes, who is currently head of the Planning and Budget Office, has a salary of S/19,277, and has been an advisor to Richard Acuña and the APP bench, between 2019 and 2021.

Jorge Cruzalegui, in 2017, was head of the Preinvestment Studies Office in the management of the regional government of Lambayeque, when its president was Humberto Acuña, brother of César Acuña.

Cruzalegui currently holds the position of head of the Clearing Area, with a salary of S/15,470. He assumed this leadership in September 2023, when the president of Congress was the coiner Alejandro Soto.

Finally, the list closes, Jaqueline Lozano Millones, who is active in APP, and is the current head of the Center for Training Modalities, with a generous salary of S/19,277.

WILL YOU FINALLY TRAVEL TO CHINA?

Perú21 announced, on December 31, that China’s invitation for the president of Congress, Eduardo Salhuana, to travel to that country between January 5 and 10, accompanied by a delegation of four legislators and three workers, has unleashed a controversy in the Legislature.

If confirmed today, Salhuana will leave the country amid the request for him to step down from office, made by congressmen from Popular Renewal, Popular Force, Honor and Democracy, Popular Action and Socialist Bloc. They seek, thus, to guarantee that there is no shielding of Salhuana’s party, Alliance for Progress (APP), in the investigations into the Prostitution Network case, because its main protagonist – the former head of Legal Counsel Jorge Torres Saravia – is close to that political group.

On that date, the advisor to the president of Congress, Eduardo Quezada, told Perú21 that Salhuana “will travel” to China and will be in that country between January 5 and 10 with all expenses paid.

According to Quezada, the invitation was received by the head of Congress on November 13, when APEC Ciudadano was held.

When asked if there is an agreement from the Board of Directors for him to travel, Quezada indicated that “no” is necessary and assured that he has communicated his trip to Congress.

For her part, the vice president of the Legislature, Patricia Juárez, in communication with Perú21, explained that the Board of Directors has not authorized this trip because it only does so when the expenses are paid by Congress, and “this is not the case.”

APEPIST COMMITTEE

Three Parliament workers appear on the travel list. Two of them are the head of the Presidency’s cabinet, Saby Meza Malqui, and the head of the Center for Training Modalities, Jaqueline Lozano Millones. Both are APP activists, and each receives a generous salary of S/19,277.

Also in the same list of guests that this newspaper accessed are congressmen Auristela Obando Morgan, from Fuerza Popular, president of the Foreign Relations Commission; Luis Gustavo Cordero Jon Tay, from Somos Perú; and María Acuña and Lady Camones, from APP, who chair Constitutional Accusations and Budget, respectively. Perú21 was able to confirm that Camones gave up traveling, and that Obando will decide only this Thursday, January 2.

The delegation will be received by the National People’s Congress of China.

I KNEW THAT

On Monday, January 6, Renovación Popular will present the motion of censure against Salhuana for the Prostitution Network case. If he travels, that would be another reason for censorship, because he needs permission from the Board of Directors, congressman Esdras Medina told Perú21.
