The Ministry of Education (MEC) published last Friday (12) to Ordinance No. 605/2025 With the official list of semi -presential higher education courses, with the respective vacancies planned per year for each course.List of semi -presential higher education courses authorized by MEC

The ordinance aims to ensure the transparency and legality of the courses offered and can serve as a source of verification to combat false or not authorized courses by the federal government. This can prevent, for example, that students pay for diplomas that will not have an official validity.

In all, the list has 456 higher education, undergraduate and technological courses.

The text establishes that the face-to-face activities of these courses can only be carried out at the addresses that are already registered and approved in the and-MEC registration.

The ordinance is an initial authorization. The educational institutions that received this authorization should request recognition of the course in a future moment, according to existing rules.

New rules

In May this year, the Presidential Decree No. 12.456/2025 about the new distance education policy (EAD), determined that the courses Graduation must be organized in face -to -face formats; semi -presential; and at a distance.

The undergraduate, semi -presential or distance learning courses should have the same duration (workload).

Semi -presential courses must have at least 30% of face -to -face activities and 20% in live virtual activities (synchronous).

The face -to -face activities of semi -presential and distance courses should be held at headquarters, in distance learning poles or in professional environments properly equipped for this purpose and under academic supervision.

Only medical, law, dentistry, nursing and psychology courses must be offered exclusively in face -to -face format. These courses are not allowed to be offered in the distance learning modality (EAD) or semi -presential format.
