After the company Lima Routes warned that it would stop operating next Tuesday, December 2 due to the suspension of the collection of two of its tolls, The Metropolitan Council of Lima approved an ordinance that declares this concession that extends along the North and South Pan-American highways to be in an emergency situation.
The councilor of Renovación Popular, Giuliana Calambrogio, supported the draft ordinance, which states that the Municipality of Lima will take the provisions of the case so that maintenance and security services on the roads are not affected by the withdrawal of Rutas de Lima.

He also guaranteed that the MML will execute the Summer 2026 Plan, therefore, it will provide the corresponding services that ensure the normal circulation of the Panamericana Sur, especially in the Christmas and New Year parties where the traffic flow increases considerably as thousands of Lima residents leave for the beaches.
Calambrogio said that these measures are adopted without giving up the legal actions taken by the Lima commune through the Attorney General’s Office. due to an alleged breach of contract by the Rutas de Lima company.
Lima Routes responds
It should be noted that on November 11, Rutas de Lima announced that, without toll revenue, would be forced to stop operating the concession in three weeks. December 2nd is the deadline.
The company responded that the suspension of toll collection in Villa and Punta Negra caused it to lose practically all of its income and rapidly consume its operating cash reserves.
Rutas de Lima explained that operation and maintenance expenses amount to 25 million soles per month, which they can no longer sustain financially. “It is surprising that the MML urges Rutas de Lima to continue operating after this and other State agencies have stripped it of its income, and the MML has refused to pay arbitration awards,” he said.
He added that unless toll collection can be resumed at the Villa and Punta Negra checkpoints before Tuesday, December 2, the company will not have the resources to solve the operation.
