Lieutenant Governor admits distance with Camacho and asks for changes in management

The Deputy Governor of the department, Mario Aguilera, acknowledged yesterday that his communication with Governor Luis Fernando Camacho it is reduced to what is necessary, a situation that, according to him, affects the fulfillment of the objectives within the current administration.

The Aguilera’s revelation came a day after departmental decree 343 was made public, in which the powers of Governor Luis Fernando Camacho, who traveled to Brazil, are conferred on the Secretary of Institutional Management, Miguel Ángel Navarro. The decree was left without effect as a result of the questions, because according to the Departmental Statute, these powers correspond to the vice-governor, in the absence of the first authority of Santa Cruz.

Regarding the aforementioned document, Aguilera said that he was aware that it was published in the Official Gazette of the Government. “I will request the reports to know if this procedure was carried out correctlyin addition to your requests and authorizations due because there is a chain of command that is followed for these publications. It must be established who is responsible“, he claimed.

Aguilera said that although he does not know the detailed content and purpose of the document, he knows that to the construction of the same went through the different departmental secretaries.

In this sense, the authorities must corroborate their objective because it violates the competences established by the Statute for Vice Governorship: Coordination with the Departmental Legislative Assembly, management of projects that are delegated by the governor and replace him in his absence.

“If you have multiple responsibilities, you have to have an equal number of people working to find solutions in the necessary time. There is a certain slowness and some people have a different rhythm of work, he (Camacho) has his cabinet that must answer for the result of his management”, Aguilera said in an interview on the program “Influyentes” of EL DEBER Radio.

He considered that to advance in the management more communication between the governor and the lieutenant governor is neededso he suggested stepping aside those who interfere with this workflow.

The plurinational deputy Richard Ribera, sees that the distance between the two main departmental authorities is present in the collective imagination of the population. Nevertheless, considers that the decree was a “mistake” made by some of the governor’s advisers.

The general secretary of the Departmental Legislative AssemblyPaola Aguirre, reported that this request was sent yesterday, with her signature and that of the president of this instance, Zvonko Matkovic.

“We do not believe that there was bad advice (to the governor) and what we have been informed, which is very likely, is that there has been an undue charge to the Official Gazette of a decree that was not yet perfected”, he explained.

On the other hand, the MAS assembly members, led by Clemente Ramos, filed a complaint with the Prosecutor’s Office against the governor for alleged crimes of computer manipulation, resolution contrary to the constitution and breach of duties. As stated by Ramos, the decree violates the departmental statutes, the Political Constitution of the State (CPE) and the Law of Administrative Procedure.
