A group of Lgtbi activists protest on the morning of this Tuesday, February 28, in front of the main headquarters of the National Electoral Council (CNE), in the center of Caracas, to demand answers from the organization about the name change procedures for trans people, not binary and intersex.
Paul Martucci, activist and founder of the NGO Transcending Borderspointed out that they have already been waiting 13 years for an effective response from the CNE so that people from the Lgbti community have their right to identity respected and can access a name change.
In November 2022, together with the activists Koddy Campos and Javier Ávila, he chained himself in front of the Ombudsman’s office to demand support from that instance and a pronouncement from the National Assembly.
After nine days in chains, the president of the AN 2020, Jorge Rodríguez, appointed a commission made up of deputies Pedro Infante, Iris Varela and Asia Villegas to address their claims. After meetings with the president of the CNE, Pedro Calzadilla, the activists were promised that a marginal note model to be used on birth certificates would soon be ready to allow effective name change.
Martucci recalled that three months of that promise will be fulfilled in March and none of the 10 people proposed as a model to implement the name change has been able to legally modify their identity.
After demanding the presence of a rector of the electoral body, two officials from the Civil and Electoral Registry Commission approached the protesters and asked them for a document with their requests, but the activists recalled that there is already a meeting and an agreement established with the deputies of the National Assembly 2020 to allow the name change.

Koddy Campos, another of the activists present at the protest, claimed that after 13 years within the National Council they do not know the situation of Lgtbi people, while pointing out that within that body and the public records there is discrimination and transphobia on the part of of the officials.
They even claimed that, at the beginning of the concentration, a CNE official from one of the floors hurled insults and rude gestures at them.
The Lgtbi activists assured that they will not leave the place until one of the rectors talks with them and informs them about the progress of these procedures or if they refuse to comply with the provisions of article 146 of the Organic Law on Civil Registry.
