The Minister of Justice and Public Security, Ricardo Lewandowski, stated this Tuesday (10), during the Governors’ Forum, in Brasília, that there is a consensus on the need for a proposed amendment to the Constitution (PEC) to “revisit” the theme of public security in the 1988 Magna Carta.
“The details will have to be adjusted [..]but, from a macro point of view, the PEC is a reality”, said the minister. According to him, suggestions from governors will be examined “very carefully”. “Most of these suggestions concern the improvement of ordinary legislation”, he stated. This would include toughening penalties for certain serious crimes and also the possibility of regime progression.
Another point brought up by Lewandowski is that there was a union of governors around the constitutionalization of public security and penitentiary funds. “Everyone recognized the importance of having permanent resources that cannot be contingent upon irrigating the public security system.”
Autonomy
After the meeting, the minister assured that the PEC will guarantee the autonomy of governors in relation to the management of the Military and Civil police. “We assured the governors that they could rest absolutely calm that we will insert, in the PEC proposal, all the necessary safeguards to guarantee autonomy […]. We have no interest in ingesting this area.”
Lewandowski contextualized that there were changes in the characteristics of crimes. “It is no longer local, but national and even international. So a different approach is needed, a union is needed, a coordination of efforts between the Union, states and municipalities to combat this new phenomenon, especially organized crime.”
In relation to this scenario, the minister argued that it would be necessary to improve the exchange of information between organizations that take care of security, which includes unifying the methodology for investigating crime throughout the national territory. “Even so that we can carry out effective planning against crime throughout the national territory.” He understands that the proposal will be the subject of discussions within the states and the National Congress.
