Letter from municipalities calls for tax and social security reforms

The National Confederation of Municipalities (CNM) released, this Thursday (30), the Letter of the XXIV March to Brasília in Defense of Municipalities, in which it presents studies and proposals for coping with the main problems experienced by public managers in the country. Among the main requests are pension, fiscal and tax reforms, in addition to the extension of the new Bidding Law.

According to the president of the CNM, Paulo Ziulkoski, the event brought together more than 11 thousand participants, including mayors, deputy mayors, municipal secretaries, councilors and other municipal agents in four days of programming. The suggestions will be delivered to the Presidents of the Republic, Luiz Inácio Lula da Silva; from the Chamber, Arthur Lira; of the Senate, Rodrigo Pacheco, and the ministers of the Executive and of the Federal Supreme Court (STF).

The document forwarded by the CNM presents four proposals to amend the Constitution. “One to extend the benefits of the Social Security Reform to the municipalities, which prioritized only the Union’s accounts; another to make it possible for the elections to coincide; it was also proposed to impose a permanent update of the values ​​of federal programs; and the Movimento Mulheres Municipalistas (MMM) defended a Constitutional Amendment Proposal (PEC) that extends maternity leave to municipal managers”, states the letter.

Bids

Regarding the Bidding Law, the expectation is that, in the next few days, the federal government will publish a measure to extend until March next year the deadline for managers to comply with the new legislation. In the evaluation of the mayors, this measure is essential to avoid negative impacts on the municipal public administration.

The CNM also pleads for “the extension of the deadline until April 1, 2024 for the entry into force of the obligation for municipal administrations to adopt the regulations of the new bidding law, allowing a longer period for managers to adapt to the new rules”, points to the document.

Also during the event, the Municipal Women’s Movement (MMM) delivered a proposal to parliamentarians to guarantee rights to women who are in political office, among them, maternity leave, paid vacations and 13th salary.
