Other aspects, while not abuses, are simply deeply inconvenient and inappropriate for promoting development. One of them is public works, the execution of which is full of procedures that prevent its rapid advance and that, as we have seen in multiple corruption scandals, are not even effective in ending irregularities. Not all procedures are inconvenient, but many are.
The López Obrador government is fully aware of the abuses and inconveniences with which the government and the average Mexican operate in their day-to-day lives. Even with respect to the slowness with which the government operates, it has coined the term “ rheumatic elephant ”To refer to the fact that the State cannot advance in the achievement of its objectives due to bureaucracy.
The problem is that too often López Obrador has left the abuse system unchanged and has chosen to turn it around rather than change it.
For example, the reaction of the 4T to the “rheumatic elephant” has not been to change the rules of the game, that is, to heal the rheumatisms of the elephant and make the State a younger, more agile and new animal. His solution has been simply to put a band over the elephant’s eyes.
Thus, instead of changing the rules of public works to facilitate that it is always easily built, the government has decided only to save its own priority projects classifying them as national security . By doing this, you can bypass inconvenient regulations and move faster without anyone being able, seeing, or complaining. The elephant was as rheumatic as ever, but blind.
In public works, López Obrador has given up on carrying out a profound, ambitious and innovative transformation that eliminates bureaucracy, to take shortcuts that benefit only him. Instead of saving the ship he commands in a storm, he has jumped off it with a custom made life preserver.
