Even though Petroperu is in a crisis, with debts and economic losses, leftist groups in Congress want to overthrow the recent restructuring approved by the Government through emergency decree (DU) 010-2025.
To this end, four bills have already been presented in Congress that aim to repeal the DU under erroneous arguments and without proposed solutions to the oil company problem, which between 2022 and 2024 alone cost the country S/17,000 million.
One of these initiatives is from the Socialist Caucus, whose only article is the proposal to eliminate the norm. In the explanatory memorandum, meanwhile, there is talk of “sustained operation” of the Talara Refinery, despite the constant problems that the flexicoking unit has had.
Said parliamentary group also has another proposal with similar characteristics, but which also proposes that the State transfer S/240 million to the state company to guarantee the continuity of the production chain.
Along the same lines, the Popular Democratic Bloc Parliamentary Group presented a project for the repeal, but like the previous proposals, it does not mention how the more than S/2.5 billion debts that the oil company has with suppliers will be paid.
For her part, Congresswoman Isabel Cortez also proposed the elimination of the emergency decree without further arguments to find a solution to the crisis, or for the elimination of the more than 80 gollerías that the workers who work in the state company have.

As if the projects were not enough, the president of the Commission for Consumer Defense and Regulatory Bodies of Public Services, Katy Ugarte (Together for Peru, Voices of the People and the Magisterial Block), urgently summoned the president of the Council of Ministers, Ernesto Álvarez, to explain the emergency decree.
The legislator who is running for the Senate reported that the Minister of Economy and Finance, Denisse Miralles, and representatives of the oil company have also been summoned to collect information about the approved regulations and their effects.
