Brazilian deputies and senators return from the parliamentary recess on Tuesday (5) with expected to vote, in this second semester, among other guidelines, the exemption of income tax (IR) for those who earn up to R $ 5,000; the taxation of BETS and exempt investment securities; and the cassation of Deputy Carla Zambelli (PL-SP), sentenced to 10 years in prison for the invasion of the Electronic System of the National Council of Justice (CNJ). 
Should also be highlighted this semester the vote of the Budgetary Guidelines Law (LDO) of 2026which defines the priorities of next year’s budget, and should have already been sent to the sanction in July, according to the Constitution.
The proposal for amendment to the Constitution (PEC) of Public Security, of the origin of the Executive, must also occupy parliamentarians. Approved in the Constitution and Justice Commission (CCJ), the PEC is awaiting the installation of the Special Commission.
Other priorities are the project for regulating Artificial Intelligence (AI), in the House; and the Mixed Parliamentary Commission of Inquiry (CPMI) of the INSS fraud, Already authorized by Senate President David Alcolumbre (Union-AP).
The project of New Electoral Codein the Senate process; and the Provisional Measure (MP) of the Electric Sectorwhich regulates the production, distribution and commercialization of energy in the country and provides for exemption from accounts to families that consume up to 80 kilowatt hours (KWh) per month, can benefit up to 60 million people, according to government calculations.
IR exemption
President Luiz Inacio Lula da Silva’s campaign proposal, the exemption of IR and expansion of the lanes is one of the main priorities of the government and parliament for this second semester.
The Bill (PL) 1.087/2025 was approved in July in a special committee and is ready to go to the plenary of the House. The proposal provides exemption from the Individual Income Tax (IRPF) for those who earn up to $ 5,000 per month and partially reduce the tax for those who receive up to $ 7,000.
The deputies approved the opinion of the rapporteur, Arthur Lira (PP-AL), who, among other points, extended from $ 7,000 to $ 7,350.00 the value for partial tax reduction.
To compensate for the loss of tax collection with the exemption, the project foresees the collection of an extra progressive rate of up to 10% for those who earn over $ 600,000 per year, or $ 50,000 per month. The maximum rate of 10%will be charged from people who earn from R $ 1.2 million per year.
MP ‘BBB’
One of the important voting for the government is that of MP 1.303/2025that It foresees the increase in the taxation of online bookmakers, the so-called Bets, and the taxation of exempt investment securities, such as the Agricultural Credit Letter (LCA).
In a PT convention this Sunday (3), the Minister of Institutional Relations, Gleisi Hoffman, stressed that this is a priority, along with the IR exemption project.
“It is not possible that the very rich do not pay tax in this country, and that the tax falls on the working class. We have to tax banks, billionaires and bets [BBB]. These people cannot keep making money and not contributing to the wealth of Brazil, ”said the minister.
Next Wednesday (6), Finance Minister Fernando Haddad will be heard on the subject on the mixed commission created to analyze MP 1.303.
Cassations
Furthermore, The Workers Party (PT) reported that it will push for the cancellation of licensed deputy Eduardo Bolsonaro (PL-SP), who articulated, in the United States (USA), sanctions against the Brazilian economy. He is investigated for obstruction of justice regarding the process that investigates the attempted post -election coup d’état of 2022.
Another parliamentarian who could lose his term this semester is Deputy Glauber Braga (PSOL-RJ), who had the cassation approved by the House Ethics Council. The decision needs to be confirmed in the plenary.
He is accused of breaking decorum for expelling from the chamber, to the kicks, a far-right militant that provoked him. Glauber even made hunger strike against the lawsuit against him.
Amnesty and STF
On the other hand, The opposition promises to prioritize, this semester, the bill that amnesty those convicted of attempted coup by the Federal Supreme Court (STF) and other measures that limit the STF’s actionsas the project that reduces the reach of individual decisions of ministers and what reduces parties that may question in the supreme legislature decisions, which is supported by Senate President David Alcolumbre.
Mining in indigenous lands
Another agenda that can advance in Congress later this year is the one that authorizes mining in indigenous lands. Alcolumbre created, in April, Working Group (WG) to present, until the end of October, proposal to regulate mining in indigenous territories.
Already in August, the Senate Human Rights Commission (CDH) foresees to vote project that authorizes mining on indigenous landsunder the rapporteur of Senator Damares Alves (Republicans-DF).
Administrative reform
