Dogs and cats can already have their own animal ID. THE National Domestic Animal Register System (Sinpatinhas) It is already in operation and open for tutors to register their pets and free up the card with a unique identification number, valid throughout the country.
Animal and municipal rescue organizations will also be able to register animals under their responsibility and issue the document, which includes an identification code (QR code). This code can be fixed on the animal’s collar, allowing you to via the camera phone, anyone can locate the tutor.
The registration is voluntary and free. The system can be accessed with the account Gov.brthe Federal Government Services Portal. The initiative will be managed by the Ministry of Environment and Climate Change (MMA).
THE Sinpatinhas was created to register dogs and cats in a national database, An instrument to promote ethical population control of dogs and cats, encouraging responsible guard and the fight against abandonment and cases of abuse.
Currently, Brazil has approximately 62.2 million dogs and 30.8 million cats, with about 35% of them living on the streets or shelters.

- Sex
- Real or presumed age
- Applied vaccines
- Diseases contracted or in treatment
- Place where the animal is maintained
It will be the duty of the tutors to inform about the sale, donation or death of the pet.
Microchip
If the animal uses a subcutaneous microchip that identifies it, the device may be included in the register. But any dog or cat, microchipped or not, castrated or not, can be recorded in Sinpatinhas.
Microchip is an electronic device placed by veterinarians under animal skin, with code associated with owner’s data. To access the information, it is necessary to use a suitable reader, usually available in veterinary clinics that do the procedure.
Information
Once registered, tutors will also receive information on public castration, vaccination and microchipping campaigns in their region, facilitating access to care and animal welfare services. The measure should also provide more security in buying and selling negotiations.
According to the availability of resources, the federal government will support states and municipalities in its castration and microchipping programs, allowing access to these services, mainly by people of lower income or in vulnerable situations. Within 90 days, MMA will publicize notice with the adhesion rules.
In addition, Sinpatinhas will allow the monitoring of the allocation of federal resources for these actions in each federative or beneficiary of parliamentary amendments, promoting more transparency in public spending.
Protection program
Sinpatinhas was developed under the National Program for Ethical Population Protection and Population Management (Propatinhas). The two initiatives were released this Thursday (17) by President Luiz Inacio Lula da Silva, fruits of Law 15.046/2024.
After approval of the Senate bill, at the end of last year, speculation arose about the possibility of breeding a tax to be paid by those who own domestic animals, as occurs in other countries, such as Germany. The new law, however, does not provide for any payment of any taxation, only authorizes the creation of the registration, which is free.
The goal is to improve action management and planning, without imposing sanctions or charges.
“Public access to data will be limited to the necessary to support public policies, with guarantee of privacy and protection of personal data,” said the federal government.
In addition to supporting castration and the implementation of microchip in dogs and cats, propatinhas provides for the continuing education of public managers and other professionals involved in the implementation of the program, such as public veterinarians and security agents.
