Leaders from North America, with different interests and no problem solving

After the conclusion of the X Summit of North American Leaders (CLAN) specialists considered that the meeting reflected the different points of view and interests of the leaders, however the fact that they met meant something positive, in addition to seeing the initiative of creating a joint committee for planning as a good sign and import substitution in the region.

The Embassador Miguel Ruiz Cabanas He opined that the summit began with divergent messages between the leaders, since President Andrés Manuel López Obrador insisted on a program to cover the entire American continent and import substitution, which now has not had a great impact, while both the president Joe Biden and the prime minister Justin Trudeau They recognize that the working group is important, but specifically for North America.

“It began with very contradictory speeches between the parties, surely they analyzed in private dialogues the differences that exist in energy, automobiles, food production (…) but from this meeting the North American region came out better than it started,” Indian.

The former undersecretary for Multilateral Affairs and Human Rights of the Ministry of Foreign Affairs stated that although the summit did not necessarily conclude with López Obrador’s requests, there was progress.

“It seems to me that there is progress. I believe that the fundamental interest of Mexico is to focus on our capabilities, advantages and the benefits that we can obtain from being part of North America. It is important that the trade agreement between the three countries is made to work,” she said.

“I see that the summit concluded with what President López Obrador did not ask for, but frankly I do believe that it is what we Mexicans would ask for, to focus on North America, what matters is that the countries focus on the comparative advantages that we have as region,” he added.

For the professor-researcher at the Center for International Studies of The College of MexicoReynaldo Ortega, it was a trilateral summit with good intentions but without any solid politics of any kind.

He stressed that one of the important points of the meeting is that it was possible to resume dialogue and politics in the region, despite the different issues and priorities, and despite the fact that they seek to address problems together, more structured policies or policies have not been seen. enough resources to solve it.

“If there is a climate of greater dialogue between the three countries but the crucial issues, for example, in terms of energy policy, everything indicates that the differences continue and that it will reach the panels, and there the situation is not very favorable for Mexico . Regarding migration, there is still talk of achieving an orderly and safe process, but we continue to have more demands from the United States towards Mexico without there being more flexibility or much more comprehensive programs, and in the long-term solutions of greater development for Central America. there has not been a commitment from the United States,” he commented.

Ambassador Ruiz Cabañas stressed that it is a good call for the president Bidenthat although it does not depend on him, he continues to seek a comprehensive immigration reform, but for the academic of the Colmex Concrete steps are still needed because although the Mexican president has recognized Biden’s effort not to build any meter to the border wall, that barrier is still there and the budget for its control continues to expand, in addition to the fact that the response has been security and not very humanitarian.

“For the policies to work, you need resources and at the moment there is nothing of a trilateral effort, you don’t really see that there is an infrastructure fund for the marginalized areas of the three countries or a series of more far-reaching policies. There is a search for the imposition by the United States of an energy policy that complies with the bases to which Mexico committed itself in the USMCA and Canada with the same position, there is no sign of large trilateral investments, companies are allowed to take the initiative”, pointed out the Colmex academic.

Ortega reiterated that the important problems are still there, such as the controversies in the T-MEC, the treatment of migration.

“The enormous asymmetry between the three countries makes it difficult to advance in the terms that affect them,” he concluded.
