The Congress of the Republic persists in carrying out constitutional reforms to suit it. The Avanza País bench presented a project with which they seek to remove the holders of the National Elections Jury (JNE)Jorge Luis Salas Arenas and the National Office of Electoral Processes (ONPE)Piero Corvetto.
The legislator Rosselli Amuruz is the author of the bill that proposes to cut the mandate of the incumbents to the month of April of this year. Among her foundations, she maintains that this measure would be done only once with the supposed purpose of “building confidence in the country.”
The project has not only been rejected by the aforementioned electoral entities, considering that it violates their autonomy, but also by lawyers and leaders, who consider that the initiative goes against the Constitution.
In the midst of the context of the resumption of protests in the south, they point out that the project is not good for the tranquility and the normal functioning of the institutions. They emphasize that the reforms have to be on issues that citizens really need, and not for their convenience.

It is worrisome at the constitutional level. The JNE is a collegiate made up of 5 members, which would be taking place, if approved, is an abuse of the right that is a constitutional principle.
Article 103 of the Constitution states that the Magna Carta does not protect the abuse of rights. Why do you want to cut the mandate of the president of the JNE and the ONPE, especially when the electoral system is made up of 3 entities with Reniec? I consider that it is unconstitutional. This topic would also violate the principle that says that laws cannot have their own name and here it does: Salas Arenas and Pierto Corvetto. There is a theme of political revenge. This is absolutism.

Through the project of the Congress, it is sought to cut the 4-year mandate of the heads of the ONPE and the Jury. It is intended to remove them from office in April 2023, so that others are in charge of the electoral process to advance general elections that would be in April 2024.
This issue is worrisome, because what is being done is tampering with the Constitution with these changes. It is not good for the tranquility and the normal functioning of the institutions.
In Congress it must be evaluated and weighed, it is not about changing the Constitution according to their convictions, it has to be for something that the population really needs.

The mafia Congress has never been interested in the problems of the people. This is seen in these projects that raise the re-election of congressmen, bicamerality and now wanting to approve rules to remove members of the National Election Jury and the ONPE. This shows that they have retaken absolute control.
So, Mrs. Dina Boluarte is one more puppet under the control of Fuerza Popular, Avanza País, Renovación Popular and others. It is clear that they are directing the repression and murder, perhaps it is not Mr. Cueto, Montoya and Mr. William Zapata who are now inciting the armed forces and the police to repress, arrest and imprison the leaders.

These congressmen have been delegitimized. They can no longer continue approving laws while they do not have the support of the majority of the Peruvian people. They barely have 4% approval.
So when we have achieved the objective of Dina Boluarte’s resignation, the closing of Congress and early elections, peace will return to Peru.
The ruling class, economic groups and monopolies are behind the congressmen who seek to approve bills in their favor and behind the back of the Peruvian people.
We ethnocaceristas are not oblivious to the national problem, we are supporting the people’s demand and we will fight until the last consequences.
