Tonight, the decree ordering the state of emergency in Metropolitan Lima and Callao was published in the Official Gazette El Peruano. As reported Peru21, The provision will begin this Wednesday, October 22 at 00:00 hours and will last for 30 days and does not include a curfew.
Among the main provisions is prohibiting the transit of two people on motorcycles. In addition, the PNP will have the support of the Armed Forces to combat citizen insecurity.
“The National Police of Peru maintains control of internal order, with the support of the Armed Forces, to confront crime and other situations of violence. The National Police of Peru determines the areas of intervention, essentially on the basis of intelligence, indicators, statistics, crime maps, among other instruments,” the document reads.
It also refers to the restriction of the exercise of constitutional rights related to personal freedom and security, inviolability of home, freedom of assembly and movement in the territory.
It maintains that “to carry out religious, cultural, sports and non-sports activities of a massive and public nature, the corresponding permit must be requested from the competent authorities for its evaluation in accordance with article 4 of the New Regulation of Technical Safety Inspections in Buildings, approved by Supreme Decree No. 002-2018-РCM, and the current regulations. Activities that are not massive in nature may be carried out without prior permission.”
THERE WILL BE CONTROL IN THE PRISONS
Likewise, a prison control has been ordered. There will be these visiting restrictions in penitentiary establishments:
* A weekly visit for inmates in the ordinary closed regime.
* A biweekly visit for inmates of the special closed regime.
They will only be able to receive visits from their relatives within the fourth degree of consanguinity and second degree of affinity.
There will be an electrical blackout in the cells, allowing only lighting. They will also carry out dismantling and destruction of illicit telecommunications antennas, entrusting the maintenance to the armed forces.

At 8:30 at night, President José Jerí, accompanied by his ministers, sent a brief message prior to the publication of the state of emergency in the legal regulations.
“Crime has grown disproportionately in recent years, causing enormous pain to thousands of families and also harming the country’s progress, but this is over.” he pointed out.
“Today we begin to change history in the fight against insecurity in Peru. The state of emergency approved by the Council of Ministers comes into effect at 00:00 in Metropolitan Lima and Callao and presents a new approach: We go from defensive to offensive in the fight against crime, a fight that will allow us to recover the peace, tranquility and trust of millions of Peruvians,” he explained.
He emphasized that “wars are won with actions, not with words” and ended with a powerful “Long live Peru.”
