Largest electoral college in the country, SP has 34.6 million eligible to vote

The state of São Paulo has 34,667,793 male and female voters eligible to vote in the 2022 elections, according to data released by the Superior Electoral Court (TSE). With an increase of 1.1 million voters in relation to the 2020 municipal elections, São Paulo represents 22.16% of the country’s electorate, which totals 156,454,011 million.Largest electoral college in the country, SP has 34.6 million eligible to vote

The capital of São Paulo concentrates 26.8% of the São Paulo electorate and has the largest contingent among the 5,570 Brazilian municipalities, with 9,314,259 million voters – almost double the 5,002,621 million of the second largest city in the country, Rio de Janeiro (RJ). ).

The largest region in terms of number of voters is the east side, with 3.2 million – with 255,289 registered in its largest electoral college, the 375th ZE – São Mateus. The south zone concentrates the second largest contingent of voters, with 3.04 million – of this total, 282,827 are registered in the largest electoral zone in the city, the 372nd ZE Piraporinha.

The municipality with the lowest number of voters is also in the state of São Paulo: Borá, with 1,040 citizens eligible to go to the polls on October 2 – just two fewer than the second smallest national electorate, Araguainha (MT).

In the 39 cities of the metropolitan region of São Paulo, 16.4 million citizens have an electoral domicile, a contingent higher than the populations of several countries, such as Portugal and Belgium, which have, respectively, 10.2 million and 11.5 million, according to with the World Bank.

With 18,395,545 million eligible voters, women represent 53.06% of the São Paulo electorate. Men are 16,255,921 million (46.89%) and people without gender informed in the Electoral Registry total 16,327 – 0.05% of the electorate.

Young voters under the age of 18 total about 358,000 in the state, up 107% from 2018, when there were 172,000. Disabled people

In the state, there are 426,552 voters with disabilities. To serve them, more than 31 thousand accessible sections will be made available, which will have the necessary adaptations, such as the installation of ramps, doors with adequate width for wheelchair users, drinking fountains and adapted bathrooms.

Accessibility coordinators and volunteers with knowledge of Libras at polling places are other actions promoted by TRE-SP to guarantee the exercise of the vote to voters with disabilities or reduced mobility.

For the 2022 elections, at least one accessibility coordinator per polling place will support people with disabilities, the elderly, the sick, pregnant, breastfeeding and obese people. This employee will wear a green shirt for identification. Wearing an orange t-shirt, volunteers with knowledge of Libras will help voters who are deaf or hard of hearing. During the month of July, TRE-SP carried out a campaign to register volunteers with knowledge in Libras, which had a significant number of registrations.

Urn accessibility features

On each key of the ballot box, the voter finds the recording of the respective number in Braille international code. Visually impaired people who do not read Braille will be able to vote guided by the number 5, central, highlighted on the keyboard by means of a small bar, just below the number, on the key itself. All polls installed in special sections have an audio system and headphones, which allow the visually impaired to check and confirm the vote.

In the 2022 elections, there will be two novelties. One of them is the reproduction by the urn of the phonetic name of the candidates, that is, the way it is spoken. Thus, the voter will be able to hear the name of the candidate, facilitating their vote. The other is the presentation of a Libras interpreter on the ballot box, to indicate which positions are on the ballot.

Persons deprived of liberty

The Secretariat of the Penitentiary Administration informed that, in the units that reach the minimum number of voters, an electoral section is installed, allowing the prisoners to vote. According to the Brazilian Constitution, only provisional prisoners can vote, considered as follows: those awaiting the progress of the criminal proceedings​ deprived of their liberty and those convicted without a final sentence.

In the state of São Paulo, there are 85 prison units with installed polling stations, including those for the internment of young people. The 1,983 adolescents from Fundação Casa, aged between 16 and 20, enlisted by the São Paulo Regional Electoral Court (TRE-SP) until May this year and who were in detention and provisional detention, can vote in the 1st round of the 2022 elections.

The total number of voters in all prisons is 5,878.

Biometry

Biometric identification has already been completed by 23,271,151 people in the state of São Paulo – 67.13% of the electorate. Among the 645 municipalities in São Paulo, 586 have already completed the procedure. In 2018, the state registered 14,915,639 (45.14%) voters with biometrics and only 100 municipalities had completed the registration.

It is worth mentioning that biometrics is not mandatory to vote in the 2022 Election. Voters who did not perform biometric registration or attend the electorate review in 2019 and, therefore, had their electoral registration canceled, will be able to vote normally this year. As in the 2020 Elections, the cancellation of the titles of people without biometrics is suspended for this year’s election, according to the decision of the TSE.
