The First Office of the Specialized Prosecutor for Corruption Crimes of Lambayeque Officials managed to issue fifteen months of preventive detention against the former head of the II Police Macroregion, General PNP Max Henry Garcia Esquivelinvestigated as alleged perpetrator of the crime of improper passive bribery in the exercise of police duties.

The measure requested by the provincial prosecutor Julio Taboada Ramón also includes non-commissioned officer Ray Rolf Velásquez Calsín, who is being investigated as an accomplice for the same crime.
Both investigated are charged with the alleged collection of money from nightclub owners in Chiclayo, in exchange for allowing their establishments to operate and avoiding police interventions.
According to the tax investigation, between June and July 2022, García Esquivel would have requested – through Velásquez Calsín – the sum of S/ 1,000 from at least five businessmen in order not to carry out police operations in the surroundings of their establishments. .
To this end, Noncommissioned Officer Velásquez Calsín would have contributed to the request for money by contacting the nightclub owners to inform them of the request for money and, later, collect the amounts that were supposedly going to be delivered to his superior.
The representative of the Public Ministry formulated his request with well-founded elements of conviction, such as reserved witness statements, application screenshots, WhatsApp, photographic record, among others.
That the probable prognosis of the sentence would exceed seven years of deprivation of liberty, the existence of a risk of escape and obstruction by those investigated, which would be evidenced by the lack of home roots, the breakdown of work roots, the severity of the sentence, among other items.
