“With Paraguay we have issues that complement us, mainly due to geopolitical issues. Uruguay has the dream of being Paraguay’s outlet to the sea.” Uruguay “finished the bilateral feasibility study to begin negotiations for an FTA with the People’s Republic of China. Of course, as this stage progresses, we intend to speak with the Mercosur partners. What Uruguay is not going to amputate that possibility.
