In the midst of a tight agenda that for now focuses on discussions such as the General Budget of the Nation and the future of the agrarian jurisdiction, the Congress of the Republic advances in the first part of the legislative period that began in the middle of this year and will go until December; while various sectors try that the initiatives they promote are approved, such as the Ministry of Labor with the labor reform.
There is less and less time left and in the rush of the speakers and the teamor Minister Gloria Inés Ramírez to push forward this project, which is part of President Petro’s promises to change the labor structure in the country, there have been several moves and approaches that have been made to reach consensus and avoid a repeat of what already happened in 2023, when the first reform was sunk due to lack of processing.

Thanks to this, it seems that there are already dates set for the initiative to advance and complete the necessary procedures, at least in the House of Representatives, where it is one plenary debate away from passing to the Senate, where it will have to go through committees and also in the plenary, and it is already predicted that there will be strong opposition.
Sources in Congress maintain that according to what has been discussed between the speakers and the House’s directives, the vote on impediments would take place next Wednesday – September 3 – to leave everything ready for the approval of the articles and the changes that were introduced in the Seventh Commission, as well as with the objections presented by the Ministry of Labor.
Following this, as indicated a few days ago, it is expected that on September 17th the vote will be held on all the articles of the reform, taking the floor of those who were part of the consensus that emerged during the meetings of the rapporteurs with the businessmen and other benches, in order to pass it to the Senate.

It should be noted that according to the laws that regulate the procedures in the Legislativethe labor reform has until December 16 to complete the three debates it needs, otherwise it will fail again, since it would complete a year without any major progress. This is why the Ministry of Labor has been asking for speed in the programming of debates, in a Congress that has much to debate.
Liberal differences
Although at one point it was thought that there was an agreement between the different political sectors, in which the tripartite Commission was not taken into account, said unity could be in danger, after the Liberal Party, a sector close to the National Government, announced that there are several points of the reform that do not fully convince it, some in lines classified as vital for President Petro.
Most of the concerns of this community are on issues such as severance pay, paternity leave and working days, and announced the creation of a Special Study Commission.
This commission will be in charge of examining the reform project in depth, establishing proposals and limits that the liberal bench will defend in the parliamentary debate. The liberals emphasize the need for concerted solutions to improve the quality of life of workers and address structural problems in society.
