After the deadline for political organizations to register their pre-candidates for mayors and regional governments at the national level in the Internal Declare System of the National Election Jury (JNE)one of the parties that would not have candidates in 24 districts of La Libertad is Alianza Para El Progreso (APP).

This scenario is repeated in the Sierra Libertad; for the province of Otuzco, there are no lists in the localities of Mache, Usquil and La Cuesta; in Santiago de Chuco, they do not appear in Cachicadán, Mollepata or Angasmarca.
