La Guardia water cooperative shows its environmental license to the Government

I have supporting documents. The complaint they made against our cooperative has no reason to exist and is harmful to our institution,” Arturo Gómez, president of the La Guardia Drinking Water and Sanitary Sewer Public Services Cooperative (Cosplag), told EL DEBER.

The affirmation was made after the report of the Government of Santa Cruz was released, on an inspection of the Cosplag wastewater treatment plant, at the request of the inhabitants of the Laguna Azul condominium.

According to the report, Cosplag does not have an environmental license, but besides that point there are other observations, such as the existence of 1,645 connectionswith which the plant was born, for almost 10,000 inhabitants.

The Departmental Government of Santa Cruz also warned that the plant has deficiencies in your wastewater treatment system, breaching the Regulations on Water Pollution, for which reason it recommended the presentation of discharged water analysistowards the receiving body of water, in this case the Piraí River.

However, Gómez sent EL DEBER the response documentation to the Government. In the file, dated June 1, Cosplag indicates that it attaches copy of the environmental license of the wastewater treatment plant, annual monitoring report, hazardous substances activities licenseagreement with the Mayor’s Office of La Guardia, analysis of the discharge into the body of water (Piraí River), and planning of operation and maintenance works of the residual water treatment system.

He also mentioned Roddy Durán, legal representative of the Laguna Azul Condominium, who he said should be more careful with his statements as it is a complex environmental process, “a lot of data is needed to be able to affirm with evidence, not in a very brief way,” he said , after Durán alluded to Cosplag, based on the report of the Government.

One of the points in the report of the Departmental Government of Santa Cruz observes the daily discharges of wastewater by the Mayor’s Office of La Guardia, despite the fact that the lagoons are at 95% of their capacitywhich could contribute to collapsing these gaps.

On this point, Gómez stated that for some time Cosplag has been requesting attention from the Autonomous Municipal Government (GAM) of La Guardia, and from the Municipal Council, which have “full knowledge of the real situation, which was reported in a public hearing. District 1 was declared on orange alert and the Governor’s Office and the national government are aware of the situation,” he added.

Gómez explained that doors were knocked on to adequately treat the supersaturation of sludge caused by the “interference of the Municipality“, and that as a cooperative they have denounced the “lack of interest” of the GAM of La Guardia in seeking a solution and applying immediate corrective measures to this problem, “initiated by the abusive interference of the Municipality towards Cosplag”.

According to the president, the GAM of La Guardia daily sends about 40 to 60m3 of mud, unloaded in a tanker-dump truck, collected from markets, schools, colleges, nurseries, hospitals and police stations in five other municipal districts, and that it does not ” corresponds to be treated in this plant of district 1″.

“This unlawful and inconsiderate interference has generated a decrease in the useful life of the anaerobic and facultative poolswhich translates into abnormal lags,” he said.

Gomez clarified that the cooperative is audited daily by the Authority for the Inspection and Social Control of Drinking Water and Basic Sanitation (AAPS), by municipal and departmental control, instances to which periodic reports are sent, informing the management of Cosplag.
