With a speech focused on youth, meritocracy in the State and animal defense, Anjhela Prialé Condori, candidate with number 4 for Podemos Peru, proposes redirecting public resources for education and security, in addition to reforms in public management.
You have been secretary of Youth in the Regional Movement Unidos por Junín. What are the main needs that you identified among young people in the region?
The main problem is labor. Many young people finish school and cannot study a technical or university degree. And those who do manage to complete their studies do not find paid work. Those are the two most critical problems.
What bills would you promote from Congress to address this situation?
I welcome Podemos Peru’s proposal to reactivate Beca 18. Before there was an average of 20 thousand students who benefited and now only 2 thousand have been able to access it. We must return the corresponding budget. There is money in the State. Congress has doubled its budget: from 850 million to more than 1.4 billion. That surplus can be cut and allocated to education and citizen security.
Would these reforms also include changing school and technical education?
I believe that we should include courses in public management, finance and State administration from school and in technical training. Currently we do not prepare young people to assume functions in the public apparatus. If we want better authorities and officials, we must start with training. We need trained professionals, with experience and meritocracy, not people who join through cronyism. Education must also be aimed at preparing those who are going to serve the country through public management.
You also worked on contracting with the State, from your experience, what shortcomings are there currently in that system that leads to cost overruns, favoritism and paralyzed works?
The main problem is the misuse of human resources. Meritocracy is not respected; cronyism often prevails. People without experience are hired to lead municipalities or regional governments. This generates misdirection and mismanagement. That is why training in public management should be included in school and technical education.
You carry out your campaign accompanied by your pet, what proposals do you bring to the table in defense of animals?
I am against animals being confined. The closure of zoos at the national level should be evaluated and they should be relocated to suitable habitats. There is a misuse of public resources. It is up to Congress to supervise.
