CAF –development bank of Latin America– made the official launch of the Guide to interventions in public spaces in an event held at the Central University of Venezuela (UCV), with which it seeks to promote compliance with the 2030 Agenda and the New Urban Agenda, in terms of public spaces; commitments that were assumed by the countries of the region before the United Nations Organization.

At the opening of the event, CAF’s manager of Urban Development, Water and Creative Economies, Ángel Cárdenas, thanked the UCV for its support for being a strategic ally for this presentation and assured that the effects of the covid-19 pandemic revealed challenges with greater intensity given the acceleration of urban expansion and the absence of adequate planning and provision of services.

Faced with this reality -he said- “we are convinced that this series of Urban Development Guides constitutes an important input to strengthen local management capacities and thus build cities that continue to consolidate themselves as the great engines of growth and development in Latin America and Caribbean”.

Cárdenas bet that public spaces should be seen “less as a specialist obsession and more as an investment agenda; not as residual interventions, quite the contrary, focusing on investing in public spaces in the first line helps us to better plan and organize cities”. At the end of the launch, Cárdenas concluded that “public spaces improve, defend themselves and generate quality based on the level of citizen participation,” according to a press release.

Meanwhile, the senior adviser of CAF’s Corporate Vice Presidency of Strategic Programming, María Soledad Barrera, praised female participation as a transversal axis for interventions in public spaces.

Rodríguez emphasized demanding the application of the concept of “livability” in public spaces and the importance of institutional organization charts to facilitate governance and conceptual changes. For her part, Alegre advocated for the recovery of public spaces, which “are not museums” to be admired, but have life to the extent of citizen participation.

Based on the prominence and autonomy of local governments to manage a social infrastructure within the framework of their powers, the researchers conclude from various perspectives, highlighting: Cities, through local governments and organizations, have played an important and Currently, they make up the main territories where there are important challenges, and at the same time, in which solutions to existing and future problems arise.

They end by appealing to innovation: one of the main qualities to promote because they support that the challenges, which can vary from city to city, demand innovative solutions to address the scarcity of resources, little time and the creative use of the available tools.
