He Liberal Party has been one of the biggest critics of the project of health reform presented by the Government. They have already announced that they will present their own initiative in the second legislative semester, but, in addition, yesterday they filed an alternative paper to the Executive’s paper.
Among the points that are far from the commitment of the Minister of Health and Social Protection, Carolina Corcho, are the mixed assurance, free choice and not creation of regional funds.

In the alternative presentation of the Liberal Party, article 11 proposes that comprehensive risk management in mixed health, that is, with public and private participation.
“Comprehensive health risk management involves both the articulation and coordination of the different public, private and mixed actors of the General Security System
Social in Health (SGSSS), and other social sectors. In addition, consider the
responsibility of the State to avoid the impoverishment of people and

Germán Rozo, representative to the Chamber for the Liberal party, told Portafolio that in terms of insurance – which has been a workhorse, because in the government’s initiative, the Adres would assume it in its entirety and the parties want it to continue under the EPS-, they “they propose a mixed and non-state insurance as proposed by the State”.

Besides, another of the main points in which the alternative presentation of the liberals differs from that of Corcho is in “the free choice of people over the Primary Care Centers (CAPS)”mentions Rozo.
The liberals in their alternative paper propose that “Affiliates Affiliates to the General Social Security Health System (SGSSS) will have the right to freely choose the Health and Life Management Entity of their preference, within the offer available in the respective insurance territory and may move at any time. Likewise, you can choose within the offer of the Comprehensive and Integrated Health Services Networks (RIISS) of each Health and Life Management Entity, the Primary Health Care Center (CAPS), according to your need and depending on the offer of human talent available, you will be able to choose your doctor with a family approach and
community”.
As a third point, representative Rozo highlights “the non-bureaucratization of the health system through the creation of regional funds”, initiative that is maintained in the articles presented by the Executive. For that, they propose to eliminate the articles of the government’s presentation that include allowing those funds.
Although it is true that the ‘red lines’ of the liberals are very similar to those of the conservatives and ‘the U’, since the red community did not sign the majority paper that the other two groups did, they decided to present their alternative paper.
