EXPLAIN. Roy Gonzáles, who until yesterday had not yet been appointed to the regional management, but had already occupied his office, announced that it was a coordination problem because the delay in entering was because they were verifying the environments: “Since very early we are taking administrative possession. We are giving some provisions at the moment and that is the reason that in the morning we have, first, tried all the keys, verified each of the offices and then we have let the staff enter. Today is a recoverable non-working holiday, all the staff are in their offices. The attention is tomorrow (today) ”, he said.

What he did not know how to detail is the number of CAS workers who have gained stability and if there is a budget for them: “We do not have that information, we are going to do a detailed job in this regard and we will be reporting to the population and logically we will make the evaluation of each of these CAS that are at the moment,” he added. It was also learned that until 10 o’clock yesterday morning the governor Zósimo Cárdenas did not work in his office, who was the vice governor Milagros Inche Arias.
It should be noted that in December 2021, the Constitutional Court referred to Law No. 31131 and indicated that CAS contracts have an indefinite term and workers can only be terminated for just cause. In addition, in June 2022 the permanence of the CAS-Covid was approved.
