On July 27, the Ministry of Transport and Communications (MTC) approved Supreme Decree No. 011-2025 -MTC (also referred to as Ministerial Resolution011-2025), which regulates the formalization and safety of public transport in motorcycle taxis (category L5 vehicles). Although the regulations aim to order a massive and fundamental service in rural and peri -urban areas, its immediate implementation is unfeasible for technical and economic reasons.
Among the most relevant provisions, it is established that the district municipalities will be responsible for formalizing Mototaxi companies, implementing an identification system through holograms with driver information, and issuing the corresponding licenses.
Jorge Quispe, Provincial Transport Manager of Huancayo, informed that his office does have the ability to meet the demand for licenses, but that the real challenge is in the resources that municipalities need to comply with the norm.
One of the most complex aspects of the resolution is the creation of interdistritical common management regimes, which require specialized technical personnel and a coordination that currently does not exist. “Municipalities do not have specialists for this type of structures, nor the budget assigned to hire them,” said Quispe.
In addition, the norm requires implementing new control areas, which implies more offices, trained personnel and logistics.
“An additional budget item is required to meet this set of demands”warned the manager.
The new regulation temporarily suspends the mental health evaluation until December 2027.
However, it maintains the requirement of compulsory medical and psychological evaluations until December 2026 for licenses.
Faced with this technical and legislative complexity, the standard grants an exceptional implementation period until 2027. This time seeks to allow municipalities to obtain budget, form specialized human resources and coordinate with the MTC and other guiding entities of transport to guarantee the gradual formalization of the motorcycle system.
